Part 240 regulations apply to:
All Railroads
Operating on Standard Gauge Track
Part of the General RR System
Any Person Including Contractors
Locomotive Engineer
Anyone Who Moves Locomotives
With or Without Cars Attached
Classes of Service
Train Service – Locomotives AND
Cars
Additional Subclasses
Locomotive Servicing – Locomotives
ONLY (anywhere)
Student – Under Immediate
Supervision
Certificate Information
Good for 3 Years
Contains Following Information:
• Railroad or Parent Company
• Physical Description / Photo
• Service Class
• Date of Issuance / Expiration
• Signed – SLE or Designated Officer
• Date of Last Monitor Ride
Requirements for
Certification/Recertification
Vision - 20/40 Uncorrected or
Corrected / No Color Blindness
Hearing – Loss Not Greater Than 40
Decibels Averaging the Readings at
500HZ, 1000HZ, and 2000HZ
Engineers Required To Report
Deteriorating Hearing/Vision to RR
Requirements Continued
DMV Data – Drugs & Alcohol Only
Current Engineers Must Report
Suspensions/Revocations Within 48
Hours
Railroad Safety Records – Operating Rule
Violations / Drug & Alcohol Violations

Knowledge Test Passed

• Issue Decision Within 10 Days
2nd Resolution To Railroad
• 120 Days to Petition
• 60 Days RR Response
• 180 Days RR Decision

• Administrative Hearing 20 days From
2nd Appeal Decision
• Formal Hearing
Final Appeal – To FRA
• 35 Days From Formal Hearing Decision
