TSA includes passenger transportation
as well as travel
Unlike BOP, TSA excludes students and
medical patients outside their country
for 1 year or more
TSA excludes expenditures in a country
of non-resident seasonal and border
workers
TSA excludes expenditures by all
migrants and refugees
