Background 1

disadvantaged children/ incentivising parents into
work]

Children with SEND - Changes in April 2017
• Disability access fund of £615 for children aged 3-4
in receipt of Disability Living Allowance (DLA).
• Local authorities have to have an Inclusion Fund to
support 3-4 year olds with additional needs. The
DFE recommends that this fund is for ‘low level or
emerging SEN’ as high needs are covered by the
Education, Health and Care Plan.
• £522k available to be passed to providers
• Details must be published via the Local Offer by
April 2017.
Delivery
• ‘Up to’ additional 15 hours is optional [for both
parents and for settings]
• Flexible- can be delivered by one or more
providers [e.g. Schools, wrap around care, child
minders etc]
• Flexible- 38 weeks, 48 weeks etc[1140 hours in
total], from 6am to 8pm
• Additional 15 hours rate same as first 15 hours
• Providers paid monthly by September 2018
Additional charges
• Funding is for 30 hours provision of early
years education and care NOT:
– Consumable items such as drinks, meals,
nappies
– Additional services such as music lessons
and trips [not as a condition of the funding
entitlement]
