RUC Task Force
The RUC TF was asked to review alternatives to ERCOT using RUC during
extreme weather events to procure more on-line capacity. There was a lot of
discussion on this topic at the TAC.
After the TAC meeting , Brad Jones sent a memo to TAC Members stating that ERCOT intends to use
the following process:
• Following the clearing of the Day-Ahead Market (DAM) and subsequent Current Operating Plan
(COP) updates for an Operating Day in which ERCOT expects cold weather conditions to create
a reliability reason, ERCOT will review the amount of capacity that is expected to be available.
• If sufficient supplemental capacity is not planned to be On-Line, ERCOT will use the established
Supplemental Ancillary Services Market (SASM) process {Resource Operating Procedure,
Section 5.1} to procure additional Ancillary Services (e.g., Responsive Reserve Service (RRS)) to
provide sufficient supplemental On-Line capacity. If sufficient supplemental capacity is already
planned by Market Participants to be available, ERCOT will not need to initiate a SASM to
procure the additional Ancillary Services.
• In the event that additional Ancillary Services are unable to be procured through a SASM,
ERCOT will use the RUC process to procure any additional quantity of supplemental capacity
that is needed to maintain reliability.

New Supply Analysis Working Group (SAWG)
The SAWG is a result of combining the Generation Adequacy Task Force (GATF)
and the Resource Adequacy Task Force (RATF).
Minimum Point-to-Point (PTP) Option Bid Price
The TAC voted to approve ERCOT staff’s recommendation that the minimum
PTP Option Bid Price remain at $0.01/MWh for 2015. (Protocol Section 2,
Definitions and Acronyms, under Minimum Pont-to-Point (PTP) Option Bid Price)
Responsive Reserve Service (RRS) Under 2015 Ancillary Service
Methodology and the BAL-003 NERC Standard
In January 2016 the contingency reserves are likely to increase due to NERC’s
Resource and Demand Balancing (BAL) standard BAL-003, Frequency Response
and Frequency Bias Setting. BAL-003 provides a consistent method for
calculating the frequency bias component. The WMS and the SAWG will look
at BAL-003 and how it relates to ORDC and current ERCOT contingency
reserves. (It was noted that contingency reserves do not only include RRS.)

Ancillary Service Redesign

• ERCOT held a kick-off meeting with the Brattle Group
– The Cost Benefit Analysis (CBA) scope-of-work
details are still being worked out
• The CBA timeline will be nailed down in January 2015,
but the final CBA report should be posted in late
spring 2015
