Create a national prevention system comprised of “Prevention
Prepared Communities”

Engage and train mainstream healthcare to screen for; and
intervene with emerging substance use disorders.
3.
Expand addiction treatment, incorporate it into mainstream
healthcare.
4.
Create protocols for safe, effective management of drug-related
offenders in community settings.
5.
Design and implement a performance oriented information system;
a combination early warning system for new drugs and an ongoing
effectiveness report on the effects of drug policies.
