Importing Value of Environmental Goods
 According to Articles 84, 85 and 90 of the General Rules of the Customs Import
Tariff in Taiwan, in order to foster sound economic development and encourage
investment in the environmental goods sector, environmental goods shall be exempted
from tariffs (1977).
 the value of imports started to rise, not right after the zero tariff policy was
introduced in 1977, but was driven up by the environmental regulations later on.

Historical Trends of Environmental Quality
 overall, the historical trend in environmental quality
indicators has moved towards sustainability.
 Among these indicators, the air quality, water quality,
and waste indicators have all moved in the positive
direction.

The value of domestic production of environmental goods also
goes up rapidly.
If one country does not have environmental laws aim to improve
the environmental quality, normally, it would not have domestic
environmental industries due to the problem of externality

Challenges of SMEs
 Most of Taiwan’s enterprises are SMEs
 In the past, due to lack of time and expertise, SMEs
could only simply deal with the global warming
problem by the energy management projects.
 In the green supply chain, SMEs also lacks sufficient
experience and knowledge required to provide large
enterprises with lower carbon emissions
information.

Business’s Policy Directions in Transition
 In the process of transition to a low carbon or green
economy, in order to pursue long-term profitability,
enterprises will face higher costs and need to increase
investment in the short term, .
 The cost impacts are also different among industries. For
example, energy, transportation and construction that are
high energy-consuming industries, are bound to face a
relatively large impact.
According to Carbon Fund, if companies actively and correctly develop
production activities towards low-carbon, the company can enhance the value
of 80%

 General Definition
The cross-border trades of products,
services, resources, and privileges,
which support sustainable
development of environment and
ecology.
 Defined Definition
The trades of green products and
services.

Type A (The second priority to promote by our project)
The products or services for environmental protection or environmental recovery, such as pollution
abatement facilities and services, waste water management, resource recycling , technology of carbon
capture and storage.

Type B (The major priority to promote by our project)
The products or services that produce less impacts than the traditional products to the environment and
ecology in their life cycles.

Green Trade vs. Traditional Trade

The trade is not only determined by price and function, but also by
“green contents” of goods

The comparative advantages of trade is determined by production cost
plus environmental cost.

The environment is public goods; the government is deeply involved

As providing green products and services is part of enterprise’s social
responsibility, the procurement policies of international enterprises
change gradually.

Green trade redefines the national competitiveness and changes the
rules of trading.

Providing green products and services is not solely the responsibility of
enterprises, but also relies on the infrastructure of the entire society.

Conclusions




Environmental regulations are key to both industrial
development and environmental protection
To promote green economy, green trade is one of the
solutions for integration of intergovernmental efforts
The goal of Taiwan’s green trade in 2011 is to reach 20% of
growth rate in export compared to 2010
The approaches of promoting green trade for SMEs include
– Capacity building for the green products and personnel of local
enterprises
– Expanding international market shares by efficient marketing and
exhibitions
