With mutiple gateways, routing allows calls to reach one or
more gateways (e.g. AllCall, or same group in different sites)
In reverse, calls from different radio groups can be routed to
different groups on the console or a single group (see RX list)

Incoming:
• inbound email is broadcast to all gateways as a text message
• gateways receive the text and place it on a queue for forwarding to the subscriber
• when the subscriber acknowledges receipt of the text, the gateway notifies all other gateways
• upon receipt notification the other remove the text from the queue
Outbound:
• when a gateway receives a text it broadcasts it
• the gateway with the email gateway receives the text and forwards it as an email
