1789 - 1816
Thomas Jefferson believed Washington and
Adams acted too much like royalty
Jefferson set a new style for the presidency
Jefferson wanted to limit the federal power
Paid off the national debt, cut government
spending, got rid of the whiskey tax
The Louisiana Purchase
Jefferson believed that the only way a republic could
survive was if most people owned land
1803 – Napoleon Bonparte (France) agreed to sell
the Louisiana Territory to the United States for 15
million
Doubled the size of the United States and gave the
US control of the Mississippi River
Lewis and Clark
Jefferson asked Congress to fund a secret expedition
Sacagawea joined the expedition as a guide and
interpreter
The Pike Expedition
Zebulon Pike mapped the Great Plains and the
Rocky Mountains
The Essex Junto
New England Federalists are not happy with the
Louisiana Purchase
Massachusetts group got together and planned to
take New England out of the Union
Hamilton and Aaron Burr did not get along
Hamilton called Burr a dangerous man
Burr challenged Hamilton to a duel
Hamilton refused to fire but Burr shot and killed
Hamilton
Burr was charged with treason but was later acquitted
An Independent Judiciary
Judiciary Act of 1801 – 16 new federal judges
President Adams appointed federalists to the judges
position
Midnight Judges were the nickname that was given
to the judges because Adams signed their
appointments until midnight on his last day in
office
As soon as Jefferson took office he wanted to get rid
of the midnight judges
Impeaching Judges
Republican leaders believed that the impeachment
power was one of the checks and balances

Judicial Review – the power to decide whether or
not laws passed by Congress were constitutional
The Barbary Pirates
Barbary State on the North African Coast
Attacked Mediterranean shipping
Jefferson refused to pay the pirates
Economic Warfare
Impressment
Britain is short of recruits because of low pay and
dangerous conditions
Many British Sailors would desert for American ships
British officials claimed they had the right to stop
American ships and search for deserters
They also happened to take many Americans as they
could and force them into service
Embargo of 1807
Halted all trade between the United States and
Europe
Hurt the United States more than it did France or
Great Britain
Congress repealed the Embargo after Jefferson left
office
The Embargo did make Jefferson unpopular
but. . .
His administration reversed the federalists
course by limiting the power of the federal
government
His administration also doubled the size of the
US with the Louisiana Territory
