order for a state constitutional convention to be held.
• Former confederates denied right to hold public office.
• State constitutional convention had to accept a new state constitution that
abolished slavery, then state could be made part of union.
Lincoln rejected this bill.

Summary
During Reconstruction the main problems were, how the confederate states were going ton be brought back into the un
ion , and how strict the southern punishment would be. Besides this the Union needed to find a way to deal with
the newly freed slaves ( freedmen) . The issues of the southern punishment and allowing the Confederate states
to rejoin the union was addressed, but in my opinion never really resolved. Their was bickering over Lincoln’s
loose plan and the Radical Republicans strict plan. The Wade-Davis Bill passed by Congress tried to resolve this
issue, but Lincoln rejected the bill and due to Lincoln’s assassination , Andrew Johnson’s Plan, called “Restoration”
was the Reconstruction plan put into major act, it was similar to Lincoln’s un-punishing , loose plan, but it also
made the Confederate States accept a Constitution with the thirteenth amendment before they could rejoin the
Union. Johnson’s plan required rich southerners, who he thought were responsible for the Civil War, to have to
petition to rejoin the Union. The issue over the new freed African Americans was solved though, for the
government made agency, The Freedmen’s Bureau helped freed African Americans, giving them jobs, find and
supplies and receive a higher education. This agency was very efficient, it even lowered the death rate of
freedmen .
