About IDRN
 When disaster strikes: Resource availability in time is
critical issue.
 IDRN a web based platform for managing the inventory of
equipment, skilled human resources and critical supplies
for emergency response.
 Initiated by Ministry of Home Affairs (MHA) under the
GOI- UNDP Disaster Risk Management (DRM) Programme
to build up a systematic inventory of equipments and
skilled human resources in 2004.
 It may help—Finding location of the resources.

Preparation of DDMPs and SDMPs

 The portal was only
compatible with IE 7 or
below and not with
browsers
(Google
chrome, Mozilla) etc.
 Frequent SQL injection
error
reported
by
security division of
NIC.
 Lack
of
proper
validation in
some
textboxes .
 Interface was not user
friendly.
 There were many errors
in designing pattern.
New Home Page
 Portal has been made fully functional
without any technical issues.
 Portal is compatible
with all the
browsers
 Re-designed the portal in more user
friendly manner, two separate modules
developed (data access and data update).
 New district pages were created,
now there are 646 districts in the
portal.
 Developed new page for resource
inventory of IDRN portal with date
wise and disaster wise query
feature.
 Adding trainee database to the
IDRN portal.
IDRN Maintenance and Monitoring
 NIC - Portal is hosted at NIC Server
 NIDM - IDRN is currently monitored and maintained by NIDM
centrally.
 Role of NIDM is limited to user administration
 NIDM is not involved in data collection or updating.
 State Department of Relief/ Disaster Management / SDMA
Coordinate with DM/ DC regarding updating of data in IDRN
 District Collector / Magistrate is the authorized officer for facilitating
data collection and updation from the district level
 Data collection formats need to be sent to all line dept./ agencies
from the district administration and need to be collected within
time.
 Data entry should be done at the district level availing the technical
services of District Informatics Officers.

Progress in IDRN 2013 onwards
 Helped in developing the skills of DIOs and other concern
officials regarding the updation /entering of data in IDRN
portal.
 Letters were send to State RCs for facilitation of data
collection from states and districts. Follow up letters
send 4 times to RCs.
 Awareness about the use of IDRN in different phases of
disaster through trainings, workshops and brochure .
 Five regional training programs have been conducted
during 2013-14.
Portal Development & Administration
 User friendly home page developed. Separate menu for data
updating and data explore/view.
 Chronic Security issues like SQL injection error etc are fixed.
 Multiple browser compatible portal developed.
 Passwords and usernames send to all state RCs for all districts.
 District pages developed for all 646 districts.
 Date based query for finding the most updated data.
 New Portal under development with Advance features using latest
technologies.
 A Module/User Manual is under development.

At present IDRN has 1,47,521 records as on 12th May, 2014.

IDRN Development – Road Ahead
 Training modules/ manual for users and trainers.
 NDRF, Railways etc. data to be included in IDRN database
 Integration with National Database
Management under DMS Programme.

 Development of new portal with GIS Features and state of art
MIS system to cater the needs of emergency managers and
DM professionals.
 Android based application for field officials or line
department officers.
Challenges
 Districts are not yet updating data regularly
which limits the usability.
 Data not received timely from line departments
and no dedicated person for data entry as
reported by districts.
 Lack of proper coordination between district
administration and NIC officials.
 Applicability during major disasters limited due to
internet and power failures.
What Support NIDM require from States





Support from SDMA and districts regarding updating of
data from districts.
Synchronization of data with the district level DM Plans
and SDMPs.
Use of IDRN during emergencies and for formulation of
DMPs.
Report to NIDM – IDRN team in case if difficulty.

A committee may be formed with state representatives as
members to work-on further development of Portal .
