• So far the U.S. has stayed out of WWII; monitored from a distance
• Did not want to become involved in foreign wars (FDR)
• Believed this was a European issue
• No one actually knew that the holocaust was occurring… there were
rumors but nothing certain

• Japanese bombed U.S. Naval station in Hawaii called Pearl

• Completely unexpected; many casualties
• Forced the U.S. to become involved to defend ourselves
• Neutrality act: U.S. will give aid to allies
