RB county planning
• Three county plans according to government decree
from 2014 (Harju, Rapla and Pärnu counties)
• Altogether 213 kilometers of double track, cross border
section in Ikla vicinity
• Until now 76 public consultations with around 4000
participants
• Planning process finalized in Harju and Rapla counties,
Pärnu to follow by the end of January 2017

Environmental impact assessment
• Done on two levels – county plan level and pre-design
level
• Based on the SEA/EIA program and specific studies
(cultural heritage, nature, archeology, settlement)
• Handeled together with the county plans, similar public
consultation procedure
• Assessment is ready for surveillance by the Ministry of
Environment
• SEA/EIA is a prerequisite for the county plans to be
enforced
Pre-design
• Done hand in hand with the county plans
• Limiting the width of the county level railway corridor to
66 meters of land actually required for RB
• Principal solutions for the complete RB infrastructure –
railway, necessary access roads, bridges, viaducts,
electrification, signalling
• Ready to 100% in Pärnu county, Rapla will follow by
2017, Harju finalized in Q.1 of 2018

Land acquisition
• Prerequisite is the pre-design and actual land needs
based on it; for expropriation purposes also the
enforced county plans
• Methods:
 Purchase of neccessary land
 Exchange of lands with state lands in the vicinity
 Exchange of lands between several owners
• Expropriation foreseen at most for 5% of acquired plots
• Land acquisition (negotiations, evaluation, measuring
etc) done by Estonian Land Board
Overall procedure
• Determination of needed land (based on pre-design +
additional measuring)
• Independent evaluation of the land (market value +
incurred/perspective loss and costs)
• Negotiations with the landowners on acquisition
methods – taylor made solutions
• Expropriation as last resort
