PURCHASE POLICE RADIOS

PURPOSE
• Request approval of a budget adjustment and related
ordinance for the Police Forfeiture Fund to purchase
30 hand held radios and accessories for the Police
Department
– $153,000

LVPD does not own our current police radios
Current radios are on loan from Bexar County
Current radios are first generation & obsolete
Radios are not P-25 compliant
Officers and dispatchers can’t
hear each other; morale problem
– Huge officer safety issue
– Massive liability for Leon Valley
• Won’t be able to use radios in less than 6 months
• As radios break, there are no parts to fix them
BACKGROUND AND SUPPORTING INFORMATION
• XL-200 Portable Radios are brand new technology
– LTE-capable-merges high-speed data with LMR voice
– GPS, Bluetooth® and Wi-Fi standard
– Connectivity across broadband, 700/800
MHz, VHF and UHF-H bands
– 1.5 watt dual-speaker with 4 watt audio
amplifier, woofer and tweeter
– Front and top LCD displays
– 10-hour battery
– Button for play back of last five calls
FISCAL IMPACT
• Funding for the radios will come from the Police
Forfeiture Fund- Current balance $412,847
– Projected FY 2017 Expenditures
• $124,764
– Current Projected FY 2017 Fund Balance
• $288,083
– Does not include any projected future seizures
– Cost of proposed radios
• $153,000
– Projected FY 17 incoming seizures
• $2 million
– Projected FY 18 incoming seizures

• Social Equity - This proposal is in consistent with the City
Council's goal of excellence in service to the community.
• Economic Development - This proposal provides a measure
of service to the public which is quantified through
business retention and increased population.
• Environmental Stewardship - Once purchase of the
radios is complete, the existing portable radios will
be returned to the Bexar County Sheriff's
Department. The mobile radios will either be repurposed for other City departments or eventually
sold at auction.
STRATEGIC GOALS
• The overall goal of the Department is to provide the
best possible service to our residents, visitors, and
City staff. The upgrade of current equipment used by
police officers is imperative to establish clear and
concise communication with dispatch operators, our
officers and other first responders in the region.
This equipment represents the latest generation
technology and will accommodate the Police
Department needs for the next 10-15 years
STAFF RECOMMENDATION
• The City Manager and Chief of Police are in
concurrence that the police department is in dire
need of new police radios
• As such, we are requesting the City Council approve
a budget adjustment and related ordinance in the
amount of $153,000 for the Police Forfeiture Fund
for the immediate purchase of 30 Harris XL-200
