Fund Validation Service
The Fund Details Register supports SuperStream contributions and rollovers, and
may only be used to support payment of contributions where:
 The fund has a CONT1.0-X certification value and the employer is sending a
contribution in the standard (Channel A, not alternate solutions); or
 The Trustee has advised the employer to use the payment details in the
register to support contributions payments after 1 July 2014.
When a fund or product has been cross-certified through induction, funds will
update the FVS within 4 weeks with a certification value of CONT 1.0-X. This
signals to sending solutions they can send contributions at volume to these
products as a matter of business as usual.
The ATO will assist a fund where it wishes to hold off on updating one or more of
its USIs while it builds ramping up confidence. Generally, this should only occur
for one or a maximum of two FVS update cycles (and requires ATO consent).

Web services
Three web services were scheduled for deployment in ebMS (SBR2) in Feb 2015.
 FVSU – Update/Lodge – restricted to APRA funds for updating new and existing
USIs
 FVSL – List USIs – extract a list of USIs for an ABN
 FVSG – Get USI details – Request details of a single USI, or bulk request for all
USIs
All technical and guidance documents are available on the SBR and SILU websites.
A test environment, with conformance suite is now available. Developers must register
with SBR and complete an expression of interest form to access the conformance suite
and test environment. This expression of interest is available on the SILU website.
The ATO continues to work with developers active in the test environment to provide
support and addressing issues/defects as they are identified.

Observations, and common questions for the FVS web services
 All technical documents need to be used collectively - ie the WIG, Common MIG
and FVS MIG explain the web service from start to finish:
 For example, the Common MIG & WIG explains the MEPs, and the FVS MIG
explains the type of MEP for each interaction.
 Due to ATO licence restrictions, developers who are not providing ebMS
products to tax agents need to procure their own ebMS message handler and
embedded client.
 All FVS services, apart from the FVS Get-All service are single synchronous
services. The FVSG-All service follows the collect pattern.
 In production, the FVS Get-All service is generated overnight and available early
morning. The single look-up services provide the current USI details at the time
of call.

 In response to industry feedback the existing Fund Validation Service (FVS),
utilising a combination of the ATO Business Portal and the Data Transfer Facility,
will continue until 30 June 2015.
 The final fortnightly version, Fund Details Register version 51, will be published
on 25 June 2015, with an effective date of 29 June 2015.
 All updates to existing or new superannuation products must be submitted
through the Business Portal until the FVS Update web service is available for
use.
 The FVS Update web service will be available for use on 1 July 2015. From
1 July 2015 all updates for existing or new superannuation products must be
submitted through the FVS Update web service.

 The new FVS lookup web services, including the bulk service, have already been
deployed by the ATO and are available for use.
 Funds and developers are encouraged to implement and deploy these services
as soon as practical but in any case, by no later than 13 July 2015.
 Any entity not able to access the web service lookup version of the FVS by this
date MUST have alternate arrangements in place with a third party provider.

Super Fund Look-up was recently updated to include an extract of USI details from
the FVS. These updates are made in line with the current fortnightly publishing cycle
of the Register.
A query through Super Fund Look-up will now return:
 USIs
 Product names
 Contributions restrictions
 Effective from dates
 Effective to dates

Financial Institution Details – secondary verification process
To mitigate the risk of unauthorised changes to financial institution account (FIA)
details of each fund, for the web service the ATO is introducing a new verification
process to safeguard updates to this information.
The timeframe for collecting the necessary contact details, updated following the
recent extension for the existing service, is as follows:
 November 2014 - letter to Trustees outlining the next steps, and to consider
appropriate contact person.
 March 2015 - load template onto ato.gov.au and send email to existing FVS
email contacts.
 March to May 2015 - New FIA contact templates submitted through the Business
Portal
 30 June 2015 - cut-over to FVS web-service and FIA secondary verification
process commences for new USIs and changes to FIA details on existing USIs.
Updates to secondary contact details will need to be submitted through the
Business Portal

SuperTICK
SuperTICK version 2
 An updated version of SuperTICK is now available, with TFN an optional field
and the USI provided with new member accounts
 Updated technical documents, test environment and conformance suite is
available on the SBR web-site
 You need to re-certify your SuperTICK product to use the new service.
SuperTICK version 3
 An ebMS/SBR2 version of SuperTICK will be available from November 2015.
 This version will also include additional functionality to notify the ATO of closed
accounts.
 Technical documents are expected to be available in May.
SuperTICK versions 1 and 2 will run in parallel with version 3 for approximately
12 months.

EmployerTICK
 EmployerTICK was deployed into production on 1 July 2014
 Provides a matched and unmatched response
 SBR web-service for single requests and Business Portal (BDE for bulk
requests)
 Authenticated by AUSkey, with business appointments for intermediaries
through Access Manager
 A ‘Gold Pass’ may be provided by the Commissioner to large intermediaries with
a business purpose, or activities that specifically relate to processing
contributions on behalf of an employers compliance with the data standards.
 The gold pass will enable an intermediary to use the service without Access
Manager business appointments
 An ebMS/SBR2 version of the service will be available from October 2015
 This version will return a corrected TFN
