• The problems
– Sector data are still lacking
– If available, they will only give part of the
picture (digital divide/applications)
– The push towards ‘mainstreaming’ will make
measurement more difficult

• Possible steps to be taken
– Strengthen local statistical capacity (data
collection)
– Foster agencies’ abilities (andf interest) to
collect application-related data
– Encourage development sectors (e.g. health,
education) to identify common IT indicators
linked to performance and development impact.
