A non-conducive business environment

Limited access to advisory services, marketing & promotion strategies

Limited access to domestic & global markets and associated barriers to trade

Management , R&D and technology capability constraint

Low value addition and not competitive - Low productivity

Lack of training and entrepreneurial skills development

Difficulties in obtaining financing

Dynamic, Unpredictable and confusing global environment

Government and Private Sector are very open to the idea of
establishing business associations and cooperatives…Laws and
Regulations are very clear in this arena.
Everyone competes to serve their client-base and this elevates
quality, and spreads awareness of issues and outreach.

Theories contested, Blame-game,
Economic Slowdown, Budget deficit,
Corruption, Energy Prices, Inflation,

What results has it produced so far?


How does it benefit SMEs?
Creates and substantiates awareness; Updates information;
New SME Support Programmes/Initiatives are pledged;
Implementation is within a structured approach with specific KPIs
Methodology spreads the responsibility and accountability; sustains
partnership and where possible is a fast track to solve problems.
Are there any other beneficiaries?
- MEDIA, Business Associations; Donors and Government (depends on angle!)

Lessons learned:


What has worked particularly well?
In 2008 Jordan scored 3.4 in 7.1 and 3.3 in 7.2.
Need an impact assessment to determine that, but what is noted is enhanced
networking and a growing culture/behaviour of joint responsibility. Business
Associations are offering better services...their membership (voluntary basis is
growing!)
What problems needed to be solved and how?
- Lack of information on policy direction, details of real situation, ability to cope
with reform, acceptance for the need to change, clarifying respective
stakeholder agenda’s …Creating and Establishing a Win-Win Situation (or at
least minimize loss!)

Role of business organizations
and/or local authorities?
Measures discussed with stakeholders?
- Government partnered with chambers, academics,
business organizations, business leaders… to suggest
solutions, amend laws…in fact create, own a “wish-list”
of priorities!
 What is their assessment?
- Private Sector Representatives Response was positive….

Transferability to others?
How could neighbour countries in the Mediterranean region benefit from
this experience?
Constructive, transparent dialogue with documentation
Joint-ownership & a time-plan to deliver priority actions (if resources are
available!)
Continuous monitoring, flexibility and ablity to take corrective actions...

- All elements...

- The objective of enabling a better business environment, encourage and
enable business competitiveness....

