OBSERVER - definition
Any actor invited by the project beneficiaries to take part in the project in
an observant role or with advisory capacity. These actors are referred as
"non financing partners" in the SEE OP, or "Observer Partners", and do not
contribute to the implementation of the projects in terms of financial
contributions. However, the project is asked to lay down the involvement of
observers in the Application Form and have them sign an observer
declaration.

Managing Authority for the Regional Operational Programme 2007-2013 Objective 2 –Regional Competitiveness &
Employment, Priority 1 Innovation Research Technological Transfer and Entrepreneurship particularly relevant for
SEPA line 1.2b) Support & enhancement of territorial clusters specifically addressed to innovative operations by
industrial districts, industrial zones and SME incubators. Interested in capitalising results achieved through the
comparison of selected SEPA areas and verifying the possible transfer of SEPA results into the ERDF mainstream
programme. The EU Policies Service will take part in SEPA meetings and maintain close contact with INFORMESTService and Documentation Centre for International Economic Cooperation, SEPA partner and COSINT,
management consortium of SEPA target area in the regional territory. The Service will make its contributions to
SEPA as it could provide information and make suggestions to enhance and complement Regional Policies.

Priority 1 – Innovation, Research, Technology transfer and Entrepreneurship
Objective 1.2 – To support transformation processes and / or strengthening of the productive structure
Its aim is to enhance the regional SME system and to promote the adoption of new organizational solutions,
introduce innovative productive processes and transfer the results coming from researches carried out by
technology institutions / centers or capitalize pilot projects implemented within the enterprises.
Best practices carried out at national / international level will be disseminated.

Possible actions to be carried out:
_active participation of the Observer in the Stakeholders meetings (WP3) – DONE
_future meetings with both technical and political level for evaluating the need of a Regional
Law on SEPA areas (as already done in other Italian regions as Tuscany in implementing the
National Legislative Decree 112/1998)
_future meetings aimed at analysing the possibility of publishing Call for Proposals financed by
the Obj. RCE ERDF Programme aimed to finance the setting-up of SEPA areas in the regional
territory.

Region Basilicata – Productive activities department
The Regional Productive Activities Department of Basilicata Regional Government is responsible for the
programming activities and managing of intervention in the fields of energy and industry. For the Regional
Operative Programme 2007-2013 under ERDF funding the Department manages Priority Axes III
“Competitiveness” and VII “Energy and Sustainable Development”, including the following Objectives:
• III. 2.2.B Grants supporting investment aimed at improving energy performance in productive plants to reduce
energy consumption in the industrial sector.
• VII. 1 Improvement of regional energy balance by saving/effectiveness in the energy field, the development of
renewable sources and implementation of productive filieres.
Observer 5 is interested in channelling regional and EU investment towards the above priorities and shall
provide SEPA with appropriate guidance to secure public funding for investment in the SEPA functional area. It
shall also monitor the project after completion.

PARTNER 3 – Central Transdanubian Nonprofit Company

Central Transdanubian Regional Development Agency

The RDA is the main regional policy making and implementing institution of the Central-Transdanubian Region. It
has the main responsibility for the planning of the ERDF-funded Regional OP (2007-2013), and for the
implementation of 4 of its priorities. ROP covers and provides funding for the development of business
infrastructure – including regeneration of industrial areas – “brown-field” investments and a range of other SME
development activities in the region – including cluster development, too. Therefore the framework of the OP
funding for the capitalization of the project results is available and SEPA partner is aiming to use this funding to
ensure sustainability of results of the project. RDA is one of the core institutions which will utilize results and
outputs of SEPA regionally. It will be actively involved in communication and dissemination activities and will
also join regional and trans-national actions

PARTNER 4 – Business Inkubator Sezana

Municipality of Sezana
Municipality of Sezana adds value to the project making available in the first instance its great experience in
public-private partnership for SME development support achieved through: establishing/running jointly with
consultancy company Sloveneta d.o.o. the sub-regional business incubator Inkubator d.o.o., for which it
contributed with premises of a former bankrupted factory; reconstruction of old premises and adaptation for the
incubation needs; construction of small business zone for graduated companies and construction of new Business
Innovation Centre building, these three latter projects financed through competitive tendering under the Phare
CBC-Slovenia. For many years the Inkubator d.o.o. project was presented on The World Bank web page as a
European good practice of local economic development. The new project “Sezana business zone” proposed under
SEPA is of great interest for Sezana Municipality who committed to it also because of its position near a Natura
2000 area.

Varna Municipality
The Romanian Municipalities Association AMR www.amr.ro includes over 100 Municipalities and Towns of
Romania and is active member of the Romanian Federation of Local Authorities www.falr.ro (together with the
Union of Romanian Counties). Since AMR is interested in the SEPA project reproducibility, it is committed to
actively participate as Observer in the project networks and shall ensure communication and dissemination to its
members through its web site (in Romanian English and French languages) and the meetings with both elected
officials and technicians that the Association regularly organises. AMR works with several NGOs including in the
environmental sector and includes an active Committee for Sustainable Development and is a policy partner for all
Romanian Ministries which will facilitate the integration of SEPA policy inputs in its discussion and position
documents addressed to national fora and institutions.

Varna District Administration
The Observer is interested in the SEPA project under two aspects: integration of SEPA concepts into programming
and elaboration of regional plans for development of the district territory, and marketing potential of the SEPA
initiative for territorial development. In this respect, the Observer shall participate in the SEPA networks, provide
info for the regional investment profile, address presentations at regional conferences for which VEDA is in
charge as coordinator, ensure expert inputs for elaboration of investment tools and disseminate information to
municipalities under the Governor umbrella.

North West Regional Development Agency
The North West Regional Development Agency of Romania is Intermediate Body for the 2007-2013 Regional
Operational Programme for the North-West Region providing ERDF finance for the following priorities under which the
SEPA project, once prepared, would be eligible:
Priority 1 Support of sustainable development of towns– urban growth poles- integrated plans for urban
development,targeting inter alia the sustainable development of the business environment,eligible for cross finance in
conformity with EC Reg. 1083/2006 art. 34(2). Integrated plans could be financed also under JESSICA.
Priority 4 Strengthening the regional & local business environment,including the following key areas of intervention:
Sustainable development of business infrastructure of regional/local importance
Rehabilitation of polluted/unused industrial sites & preparation for new activities
Support microenterprises development.
Observer 1 is interested in SEPA & its adherence to national/regional priorities.

Ministry of Regional Development and Housing Territorial Development General Directorate
Ministry of Development, Public Works and Housing www.mdlpl.ro is in charge for regional policy and related
legislation and is also the Managing Authority for the Regional Operational Programme 2007-2013 and the
Territorial Cooperation Programmes with Romanian regions including those bordering with Hungary and the
Ukraine www.inforegio.ro. It provides a unitary legislative and regulatory framework in the area of territorial
development, supports the implementation of the Strategic Concept of Spatial Development of Romania CSDSR
2007-2025, elaborates spatial planning documentations, supports the elaboration of urban planning
documentations and creates the information system specific to urban real estate and urban databases. As
Observer it shall be involved in the national SEPA networks and is interested in integrating the SEPA concepts
and results as both policy and programming inputs.

Ministry of Environment and Sustainable Development
- Sustainable Development General Directorate
The Ministry of Environment and Sustainable Development www.mmediu.ro is the Romanian Policy Authority for
environmental policy in conformity with the EU objectives and policies, as well as the international commitments
and national priorities. It monitors the integration of horizontal environmental objectives into sectorial strategies,
and provides national funds for environmental related projects through the Environment Fund, including funds for
raising the general public environmental concern. It is also the Managing Authority for the Environment
Operational Programme 2007-2013, which under Priority 2 finances the rehabilitation of polluted areas. The SEPA
observer was appointed within the General Directorate for Sustainable Development and shall be involved in
the SEPA networks being interested in integrating the SEPA concepts and results as both policy and
programming inputs.
