Why BIONIC?
• Biofuels have a role to play in
a sustainable transport system
• There are a range of barriers
preventing the introduction of
biofuels into the transport
sector
• BIONIC addresses these
barriers from the point of view
of local / regional public
authorities
BIONIC Outputs
• Establish regional biofuels networks in the
partner regions
• Set up and facilitate case studies on topics in
the 5 case study categories
• Establish and maintain project website:
http://www.bionic-project.eu
• Production of a Best Practice Guide informing
on project findings
•Ended 2010
BIONIC Partners
BIONIC included regional
actions in five partner
regions aimed at
promoting the production
and use of transport
biofuels:
•
•
•
•
•
North West England (UK),
Cantabria (E),
Varmland (SE),
Prahova (RO)
Pazardjik (BG)
Background to BIONIC
The barriers identified included :
• Fuel production capacity and availability
• Availability of higher blends to recognised
specifications
• Vehicle technology compatibility and warranty
• Availability of supply network
• Costs and associated taxation regimes
• Availability of reliable information and purchasing
opportunities
Case Studies
Each partner region had case studies covering 5 categories:
• Agricultural / feedstock supply
• Waste recycling / collection and biogas
• Production facilities
• End use
• Promotion / awareness campaigns
• Eco-travel website
• Biofuels user group
• Stagecoach bus trial and bus branding
• Public information

Trial of B30 with Stagecoach bus
operator
24% less carbon across production
chain
Air quality impact study with LJMU
– Stagecoach fleet fitted with NOx
monitors in real use
– NOx and MPG similar to
conventional
Whole Stagecoach fleet now B30
– Cheaper
– Technically fine
– Meets environmental targets
Best Practice Guidelines
A resource for all local and
regional authorities looking to
expand or develop use of
sustainable biofuels
Lessons – lead partners
• Merseytravel have been lead partner in a
number of European projects dating back to
early 90s
• Lead partner role can be rewarding, but is
very intensive
• Project partners will look to you for guidance
and advice
• Responsible for all financial claims
• Be ready to deal with underperforming
partners
Lessons - advantages
• Exchange of best practice ideas
• Different and new ways of working which
can be adapted
• Intervention rates in Interreg are generous
Other lessons
• Do not underestimate bureaucracy
involved
• Engage with internal departments from
outset – ensure buy-in at all levels
• Try & be realistic when bidding
Lessons
•
•
•
•
•
•
•
•
•
Early agreement from partners
Internal agreement on delivery responsibilities
Bid for what you really need
Keep in regular contact with partners
Admin will take time – especially if lead partner
Have a good plan to take forward after project ends
Have a good acronym for your project
Much of Europe goes on holiday through August
Do your timesheets daily!
