What is a Next Generation Network ?

A technical definition (from ITU-T SG 13)
A packet-based network able to provide telecommunication services
and able to make use of multiple broadband, QoS-enabled transport
technologies and in which service-related functions are independent from
underlying transport-related technologies. It offers unrestricted access by
users to different service providers. It supports generalized mobility
which will allow consistent and ubiquitous provision of services to
users.
Key Technical Drivers
Continuous migration of network’s core transport to universal packetbased (IP)
Generalization of Broadband access to networks
But…technical considerations alone are not enough !

Network infrastructure costs are driven down dramatically
Standardization and software-based solutions
Universal and efficient packet-based transport technology
And a network infrastructure will provide many services
A network will « by construction » be multi-service
Business model can be built on « service bundles »
But a vicious circle must still be broken !
Lack of access to the network makes an insufficient case for investment
in core infrastructure hence keeping access costs high !
Example of mobile boom in Africa « somehow » broke this circle but…
Africa will at best reach a mobile penetration rate of 20% in…2010
