Project Charter Overview
● Mission Statement
● Project Description
● Project Goals and Objectives
● Constraints
● Assumptions
● Critical Success Factors
1.1 Mission Statement
This project is being done to create an
application to manage all licenses for
various vendor platforms while
following LEAN principles and Boeing
guidelines.
1.2 Project Description
Develop an inventory system for
Boeing’s software licensing
management department.
1.3 Project Goals and Objectives
● The major objectives of this project are:
● To simplify the process of the Licenses Software
Management for different vendors
● To allow Boeing to manage all licenses that they receive
from vendors
● To provide an efficient way for Boeing to update and
modify license data
1.4 Constraints
Low attendance at weekly status
meetings
● Low response to emails concerning
problems
● Trouble getting SQL set up initially
●
1.5 Assumptions
● The software will be provided by the University of South
Carolina.
● The software will be used under Boeing standards.
● Boeing can absorb the information on how to use the
software that will be developed.
1.6 Critical Success Factors
● Boeing can successfully use the software and utilize it.
● Success of this project will be determined if software is
successfully used by Mike McCartney.
● If software successfully fulfills all objectives.

2.2 Project Milestones
● September 22 – Sign Project Charter
● September 22 - Complete database sketches and plans
for GUI for the website to showcase the initial plan for
our ideas
● October 30 – Complete coding for backend of database
in SQL Server and Access
● November 15 – Discuss other alternative for
implementation of the project with team and clients
● November 18 – Final Project Report
Project Summary and Executive
Report
● Brief Review of Key Activities
● Summary of Overall Results and Recommendations
3.1 Brief Review of Key Activities
● Signed Project Charter
● Completed all required sections of Project Charter
and had Boeing representatives review and sign the
Project Charter.
● Created wireframe of back-end and the front-end
● Used Mockingbird program to create a wireframe of
the website (front-end) and the layout of the
database (back-end). We then sent that wireframe
to Mike McCartney for review and approval.
● Set-up SQL server with SLIM database
● Received Oracle log-in data from Dr. Robert
Brookshire to allow us to access his SQL server. We
then imported Boeing dummy data into the server
to populate the database.
3.2 Summary of Overall Results
and Recommendations
Results
● We set up a SQL database on an Oracle server that will
allow Boeing to query data from the SLIM database.
● We set up the wireframe for the front end and started
production on the website
● We reviewed several alternative solutions for this
project that Boeing could implement to solve their
problems.
Recommendations
● Boeing should review the alternative solutions to see if
one fits their needs.
● This project should be picked up by another group
next semester to continue work on what we have
started.
4. Risks
● There is only a 90 day window to complete this project.
● We are using dummy data to populate the database.
Real data may not work in the same manner.
● We don’t have access to the supplier’s servers or
databases making it hard to link them together
● We will not have access to Boeing servers to help
implement the database.

●
Project Lead
o Person responsible for ensuring that the
Project Team completes the project.
o Develops the Project Plan with the team
and manages the team’s performance of
project tasks.
o To secure acceptance and approval of
deliverables from the Project Sponsor
and Stakeholders. Responsible for
communication, including status
reporting, risk management, escalation
of issues that cannot be resolved in the
team, and, in general, making sure the
project is delivered in budget, on
schedule, and within scope.
Use project’s best practices and coding
standards
Prepare and help team to prepare the
design; should have a very good
understanding of the project
architecture
Report the status with alarms,
explanations and solutions
o Work with the project manager to
support project plans and correct
resource and time allocation.
Quality Lead
o Coordinates control plans, inspection
systems, and action plans to achieve
expected results.
o Leads, mentors and develops team
members to promote quality awareness
and implement quality programs and
initiatives.
o Ensures the execution of nonconformances, containment, and
corrective actions and metrics.

6.2 Project Facilities and
Resources
● Most of the project was done virtually. We developed
our deliverables, and held our weekly conferences
virtually.
● One of our main resources was a professor of the
university in the Integrated Information Technology
department, Mr. John Gerdes. He recommended and
helped us develop the knowledge of using ASP.NET.
● He also loaned the project team a book that was a
valuable source of information that was used by the
technical lead to fulfill all the requirements stated by
the project stakeholders.
6.3 List of All Major Deliverables
● A fully functioning SQL backend of the dummy data
provided
● A fully functioning Access database of the dummy data
● PowerPoint Presentation of Alternatives for SLIM
● Wireframe for the Front-End
6.4 Recommendations for Future
Project Action
● Unfortunately, due to the time constraints of this project caused
by managing time between this project and other school subject
and lack of communication between with Boeing focal. The team
was only able to complete the database portion and wireframe of
the front end of the project.
● So, our recommendation is the alternatives that this team has
compiled for the stakeholders
OR
● For this project to be continued in the spring semester and have
the next team complete the Front-end interface for the program.
● We recommend that the stakeholders team at The Boeing Company
to be a recurring resource so that the next projected team can be
knowledgeable in ASP.NET.
● We also recommend that the next team to start earlier in the
semester, so that they have more time to complete the project
within the spring semester.
