Build a Better Bid
Communications Media Managers Assoc:
Chris Miller (IMF)
Dave Leonard (World Bank)
Victor Romero (US Census Bureau)
Agenda / Topics



Establishing a funding lifecycle (Miller)
Funding and bid preparation for
specifications-based contracts
(Leonard)
Performance-based contracting
(Romero)
Funding “AV/IT”

My approach reflects a combination of
– “Newcomer” to this field
– Explicit IT background

My approach:
– Establish an equipment lifecycle
– Build a collaboration and communication message
– Emphasize “self-serve” or “assisted-serve” facilities

Calling it “AV/IT” is part of the message
Lifecycle upgrades:
IT vs AV

IT lifecycle upgrades
– Assumed (thus, well-funded)
– Centrally-controlled (coordinated)

AV upgrades, in contrast
– May ultimately be the responsibility of Facilities
group (as piece of larger project)
– May happen piecemeal (due to urgency) by AV
service group and/or IT group
Establishing funding for
lifecycle upgrades


Survey facilities in detail to create inventory
Establish lifecycle for each type of equipment
– Technology lifecycle
– Product support lifecycle

We further developed a funding “roadmap” by
– Collaborating with hospitality/meeting services group to
prioritize the services provided in each facility
– Collaborating with facilities group to see what their capital
improvement program would cover
– We (AV/IT group) are driving the rest
The AV/IT message

We talk about these “AV Services”

Presentation & Display
Sound Reinforcement
Video-conferencing
Video Capture and Encoding
Simultaneous Interpretation
But what we are really doing is improving
collaboration and communication
– IT: SharePoint and Office Communicator
– AV/IT: Winterms and Three-tiered Video-conferencing
Focusing on AV/IT
Efficiencies

Making the case:
– Equipment lifecycle as a driver
– Collaboration and communication as a theme

Do either of these help with a cost-benefit analysis?

May be easier and more effective to focus on
– How new solutions will use manpower more efficiently

“Assisted-serve” and/or “Self-serve” facilities
– Good usage reporting

Trendline: more people using more services with
less help from the services group
