Congress, the Presidency, and How a
Bill Becomes a Law

Nature of the Congress
Congress has two chambers: Senate
and House of Representatives
Senate is smaller; each state has
two senators
House is larger; each state has a
number of representatives
proportional to its population
Founding Fathers chose
bicameralism for historical,
theoretical, and practical reasons


The founders designed
the House of
Representatives to
represent the people
rather than the states,
which each send two
Members to the U.S.
Senate. Article I, Section
II of the Constitution
The Speaker of the House

The House of
Representatives shares equal
responsibility for lawmaking
with the U.S. Senate. As
conceived by the framers of
the Constitution, the House
was to represent the popular
will, and its members were
to be directly elected by the
people.
Qualifications

The Constitution requires that
U.S. senators must be at least
30 years of age, citizens of
the United States for at least
nine years, and residents of
the states from which they
are elected.

been a "Resident" of the
United States for fourteen
years.
What do Congress and the President
do together?


Once Congress has approved
a bill, it is sent to the
president, who heads the
Executive Branch.
The president has several
options about what to do with
a bill. He may sign it into law,
send it back to Congress to be
changed, or veto the bill.
How can a President be removed
from office?

The President, Vice
President shall be
removed from Office on
Impeachment for, and
Conviction of, Treason,
Bribery, or other high
Crimes and
Misdemeanors.

represents Ohio's 8th
congressional district.
The Constitution does not
require that the Speaker be
an elected House
Representative, though all
Speakers have been an
elected Member of
Congress.

of the U.S. Senate?

The current leaders are
Republican Majority
Leader Mitch McConnell of
Kentucky and Democratic
Minority Leader Harry
Reid of Nevada.
