President Wilson made this offer on March 14, 1919. It
would grant France an American guarantee that the
United States and Great Britain would protect France
against any unprovoked aggression by Germany.
In simpler terms it says that the United States and its
allies will protect France if Germany shows any defiance
towards France.
Germany would show defiance because the Rhineland
was originally part of their country , and wanted to take
back what was theirs originally
This offer was made in exchange of the Rhineland
(Left bank of the Rhine) from Germany, with a principal
of fifteen years.

France wanted the Rhineland (once part of Germany) to be independent and protect
itself. President Wilson and Lloyd George of Great Britain did not want to agree to this,
and the only way France would agree was for the United States and Great Britain to
back them with a military force
France wanted to turn the Rhineland into a buffer zone between the two nations due
to its location
Under the terms of the treaty of Versailles the Rhineland was turned into a
demilitarization zone

President Wilson vigorously campaigned
between the years 1919 and 1920 to try and
get people to win support for the ratification
of the Treaty of Versailles and for the United
States to join the League of Nations.
On March 19, 1920 the Unites States Senate
failed to ratify the Treaty of Verailles, mostly
because the United States was not in the
League of Nations.
The United States then did not accept the
Guarantee. Great Britain withdrew from the
agreement as well.
France no longer had guaranteed military
support from the United States and Britain
