Transport - a topic for the energy community?
• Transport agencies typically responsible for planning and
managing transport infrastructure, organizing public transport and
for vehicle and driver licensing
• Energy efficiency community often neglects transport, focus on
buildings, appliances and industry sector
• Energy agencies tend to look at transport with a fuel supply focus
• Who is in charge of driving the diffusion of more energy efficient
vehicle technologies (by setting standards, labelling, and
purchases incentives)?
• FE is a cross-sectoral issue: action needed by multiple agencies
• Fuel Economy is an action item in the Kuala Lumpur Transport
Strategic Plan 2016-2025 and in the APAEC 2016-2025

Conclusions
•
Fuel economy is a topic for both energy and transport policy
community as well as ministries of trade and finance and thus
requires inter-ministerial coordination.
•
Development of policies would benefit from a single agency
taking a leading role and steer the coordination with others
•
A regional roadmap can support increasingly aligned
approaches across countries.
•
GIZ will continue regional process on fuel economy and provide
national level support (e.g. regional fuel economy platform,
development of a roadmap)
