Addressing climate change
Global Climate Change: change in mean global temperature,
changes in regional temperature, rainfall, pressure, circulation,
etc.

India’s Response to Climate Change

National Action Plan for Climate Change
• The National Action Plan for Climate Change (NAPCC) lays the pathway
for a directional shift in India’s response to climate change. It houses
eight core missions on the basis of which a low-carbon Indian economy
is being built.
• Implementation: Ministries with lead responsibility for each of the
missions report to the Prime Minister's Council on Climate Change. The
Council is also responsible for periodically reviewing and reporting on
each mission's progress.

Eight National Missions on Climate Change
• Of the total of eight missions under NAPCC, two were assigned to the
Ministry of Science and Technology. They are – National Mission on Strategic Knowledge for Climate
Change(NMSKCC)
– National Mission for Sustaining the Himalayan Eco-system(NMSHE)
• Both call for such mission mode actions that build, strengthen and
sustain national S&T capacities to sustain an ecosystem and self-learn
for developing strategic knowledge.

The National Mission on Sustaining Himalayan
Ecosystem (NMSHE)
NMSHE aims to:
• Understand scientifically the complex processes affecting this
ecosystem
• Evolve suitable management and policy measures for sustaining and
safeguarding the Himalayan ecosystem including Himalayan glaciers
• Work with the states in the Indian Himalayan region/states in the
implementation of scientifically derived policy measures.

National Mission for Strategic Knowledge for Climate
Change (NMSKCC)
NMSKCC aims to:
• Build a dynamic knowledge system that would inform and support
national policy and action in addressing the climate change challenges
while not compromising on the nation’s growth goals.
• S&T Innovations for climate change responses for adaptation and
mitigation of climate change

Assessment of climate scenarios and impacts on various sectors along
with community knowledge and experiences

Creating Capacities As Per SAPCC: NMSHE and NMSKCC
Creating enabling environment requires:
• States specific Climate change assessment study based on new science/climate
models using a Common Framework
• Prioritization of adaptation actions in SAPCCs
• Comprehensive capacity building programme to strengthen capacities in the State
departments and institutions
• Funding for adaptation actions is one of the key needs identified by the States
• Establishing/strengthening platforms for dialogues between Scientists,
Practitioners & Policy Makers

Setting up of State Climate Change Knowledge Cells (SCCC)
Centres/Cells
• As part of overall strategy and deliverables of both the
missions coordinated by DST, Both the Missions engage
with the States and intend to contribute in the
development of science backed developmental planning
to minimize risks due to climate change with the
Involvement and commitment of States

Objectives of State CC Cells
These State CC Cells are expected to carry out several activities that connect
their State Action Plans on CC with NMSKCC and NMSHE priorities of action.
These include:
• Vulnerability & risk assessment at district & sub-district levels in accordance with a
standard national framework;
• Institutional Capacity building and R&D for data base/ Information generation as per
the requirements of state and national action plan on climate change.
• Human capacity Building programmes;
• Public awareness programmes and
DST provides guidelines for carrying out these activities.

State CC Cells Established by DST
DST has created Knowledge CC Centres in 17 States/UTs so far
• 9 Himalayan States (J&K, HP, Uttarakhand, Sikkim, Manipur, Meghalaya,
Mizoram, Tripura ,West Bengal)
• 8 Non-Himalayan States/UTs (Madhya Pradesh, Punjab, Chattisgarh,
Karnataka, Kerala, Pondicherry, Tamil Nadu and Telangana).
This initiative is being taken in consultation with the Ministry of Environment,
Forests & Climate Change (MoEF &CC).

Creating Enabling Environment: Setting up Global
Technology Watch Groups (TWGs) under NMSKCC
• To keep pace with the state-of-the-art technologies emerging globally in the
key sectors of economy, the NMSKCC proposes to set up Global Technology
Watch Groups (GTWGs) to help accomplish the task of technology Selection,
Prioritization and Ranking in some key Strategic areas
• 2 GTWGs have been set up- one each on Advance Clean Coal Technology and
Solar and other Renewable Energy
• 6 more GTWGs are being established this year- Green Forest, Sustainable
Habitat, Water, Sustainable Agriculture, Energy efficiency and Manufacturing

Himalayan Sustainable Development Forum (HSDF)
• Established on the recommendations of ‘Shimla Declaration on
• Sustainable Himalayan Development, now a Key deliverable under
NMSHE
• Facilitates dialogue among stakeholders on strategies for climate change
adaptation in the vulnerable sectors
• To develop comprehensive and practical strategy appropriate to the current,
immediate and long term challenges

Indo-Swiss Collaborative Research Programme on
Climate Change in Himalayas (2017-2019)
The research studies would focus on climate change impacts, vulnerability,
risks & hazards assessment and adaptation in the Indian Himalayan Region

Knowledge Portal
• To make knowledge available for the users and community NMSHE requires
consolidated knowledge at one place
• Web-based Knowledge Portal on NMSHE launched www.knowledgeportal-nmshe.in
• Plan is to develop it into a pan-Himalaya knowledge repository
• Addresses the long standing challenge of low accessibility to data and information on
the Himalayas for researchers and decision makers.
Engagement with Media
• Media Capacity Building Workshop in different parts of IHR
• Enhances reporting on climate change issues in the IHR.

Conclusions & way forward
• Capacities at different institutional levels are a key to successful climate
financing, specifically for:
• identifying funding
• applying for funding
• making efficient and effective use of funds
• Mainstreaming of CC into sector and development policies needs to be
substantially strengthened
• Mechanisms of dialogue among multiple actors, including different govt
levels facilitate financing opportunities
• Scaling up and multiplicator effects to be fully developed
