Jawaharlal Nehru Urban Renewal Mission (JNNURM)
It envisages development of slums, accessibility to drinking water, sewerage, solid waste management,
roads, and street lights to all


The first phase (2005 to 2012) saw 559 projects approval for worth Rs 67,000 crore in 65 mission cities out
of which 127 projects were completed.
Investment in the first phase was Rs 1,20,000 crore which will be raised to Rs 2,00,000 crore in the second
phase.

Identifies minimum set of standard performance parameters for the water and sanitation sector.
Defines common minimum framework for monitoring and reporting on these indicators , and

The principle of benchmarking has been further endorsed by the 13th Finance Commission which has
included Service Level Benchmarking as one of the conditionalities for allocation of performance based
grants to ULBs, which amount to approx. Rs.8000 crores over the period 2010-15.

ecoBUDGET®
An environmental management system developed by ICLEI Europe based on the logic of municipal budgets to help local governments
manage natural resources.

HEAT+
ICLEI’s online GHG emissions inventory tool, HEAT+ helps local governments account for GHG emissions, Common Air Pollutants
(CAP) and other Volatile Organic Compounds (VOC).

cCCR
The cCCR enables cities and local governments to publicly register their greenhouse gas reduction commitments, report
performance and showcase actions. As of March 2013, 302 cities from 42 countries, controlling a community GHG emissions of
around 1.5 GtCO2e annually, reported 561 energy and climate commitments, 578 GHG inventories and 2471 mitigation/adaptation
actions/action plans at the cCCR.

Local Authorities Self Assessment of Local Agenda 21 (LASALA)
A free, online self-assessment tool developed by ICLEI Europe to help local governments evaluate processes and progress towards
sustainable development.

Sustainability Cycle
A cyclical, integrated sustainability management tool developed by ICLEI Europe to lead local governments advance their
sustainability level and implement the Aalborg Commitments.

Triple Bottom Line (TBL)
An integrated decision-making toolkit that assists policymakers to embed sustainability priorities in their planning process and to
take social, economic and environmental concerns into account.
