The 3 KEY challenges of a possible Climate Change
Agreement:
• Agree on targets by developed countries & appropriate
actions by developing countries.
• The need to address the financing of actions by
ndeveloping countries (mitigate actions and to adapt to
climate change): developing countrieswill require
substantially higher funding from developed world.
• The need to build an effective global carbon market.

 Improve quality of EU HE
 Enhance attractiveness of EU HE
 Promote dialogue and understanding between peoples
and cultures through cooperation with 3C

cooperation with third countries
