Future Western Regional Modeling Framework
• Regional technical support for air quality planning
• Approach or Process to define and implement a regional
modeling framework would include:
– Scope for structure of ongoing framework operations
– Sustain and leverage relevant ongoing projects/activities (state, multistate, federal, academia, etc.)
– Timeline, costs, and financing alternatives
• Emissions and Modeling work would focus on regional scale
for states’ boundary or external regional conditions, to support
state-by-state modeling to demonstrate attainment or
reasonable progress

Future Western Regional Modeling Framework
• Technical Organization
– Analyses to support air quality management and planning
using retrospective/prospective analyses of:
• Regional transport at various scales
• Increasing use of integrated remote sensing and ground-based
observational data
• Improved characterization of emissions sources and fluxes
• Effects of climate change on emissions and air quality
• Cascading effects of changes to the “energy supply fleet”
• Mechanics
– Centralized
– De-centralized

Gaps / Challenges
• Stable resources for operation of web-based decision support systems
which provide data, tools, and user-selected analyses
• Common understanding between WRAP member agencies about a
shared problem or challenge
• Communicating complex technical information in a digestible form
suitable for air quality planning
• Staying in scope for time, questions to be answered, and resources
needed, relative to synchronizing multiple projects for individual
agencies’ needs
• Supporting innovative analyses with available resources from different
funding sources, while providing products for WRAP members that
“plug into” their individual agency’s work
Next Steps
• Implement routine Technical Steering Committee
oversight of these projects
• Prepare WRAP workplan integrating currentlyfunded projects across multiple funders
– Draft early 2014
– Western issues, analysis needed to solve
– Identify specific gaps in resources ($, staff, time, etc.)
that emerge from WRAP members
– Prioritize solutions with existing resources and
opportunities for extramural support
– Adopt at Spring WRAP membership meeting
