INTRODUCTION
 Côte d’Ivoire has achieved active participation in all
sectors of society (civil, NGOs, private and public
sector) and different sectors of the economy
(industry, energy, agriculture and forestry).
 The way of strengthening capacities for both public
and private sectors consisted in exchanges with
stakeholders and in most cases of Training
workshops.
TRAINING WORKSHOPS
- September 2003 : Training workshop on « Climate Change and Clean
Development Mechanism » organized by The Research Institute for New
Energies (IREN) )/ University of Abobo-Adjamé (UAA) Abidjan , Côte d’ivoire
 - 09 – 10 September 2003: Training for trainers IREN/SEED-Center for CDM”
Organized by The Research Institute for New Energies (IREN)/ University of
Abobo-Adjamé (UAA) Abidjan , Côte d’ivoire
 - 15-16 October 2003: The workshop was organized by IREN on the
Campus of the university of Abobo-Adjamé (UAA), Abidjan . Training for
trainers IREN/ENDA on “ GHG inventories and baseline determination for the
GHG emissions reduction”. Main objectives: Assessment methodology for
GHG emissions and mitigation; Baseline scenarios development. the use of:
LEAP 2000; COMAP.
Training Workshops (2)
 - October 2003 : Training workshop on « Strenghtening capacity for the
CDM » organized by the Sustainable Energy Development Centre (SEED-
Center) and IREN, at IIAO - Grand-Bassam, Côte d’Ivoire
 - December 2003 : Training workshop on “capacity development for
identification, formulation and financing of cc projects (CDM, GEF )” organized
by the Sustainable Energy Development Centre (SEED-Center) and IREN
in Abidjan , Côte d’ivoire
 - Mai 2004: The consultative workshop for the validation of the “Operational
guidelines Handbook For The DNA” organized by The Research Institute for
New Energies (IREN) in Abidjan.
 - June 2004 : Conference organized by the National Agency for
Environment (ANDE) on “Climate Change, Clean Development Mechanism
and Environment management” for the students of the Tropical Geography
Institute (IGT) from the University of Abidjan.


Planned activities
 Raising awareness of public and private sectors
 Strengthening capacity for public-private-civil society sectors and
CDM project portfolio through a number of workshops for
projects owners, based on the Review of science and negotiations
on climate change, Knowledge of technical aspects of CDM,
Providing technical knowledge on GHG inventories and baseline
development scenarios; Mastery of LEAP and COMAP softwares
Planned activities (2)
 Establishment of a list serve for all the stakeholders together
with the edition of a newsletter and the design of a web site
for the DNA.
These are useful tools to be familiar with one another. DNA
members need regularly updated information on CDM
project cycle, Operational Entities, Executive Board, new
approved baseline methodologies, etc.

The delay in the Kyoto Protocol ratification
§ Absence of legal and regulatory framework for the functioning
of the AN-MDP

Jacques Moulot’s Contract is pending as he resigned from
the project since February 2004. Funds put towards his
activities are not made available to anyone else in order to
achieve his specific TOR.
- To fill this gap, CI TEAM proposed IREN to implement
Moulot’s tasks.
- In this regard, We are still expecting any positive action to
be taken by RISO.
§ Need for updated information on the CDM:
 DNA needs regular up-to-date information on CDM project
cycle. For this purpose, IREN is :

editing a newsletter to be distributed through the liste serve
or/and on paper format. Draft available

designing a web site for the DNA so that all the stakeholders
will work closely and more efficiently. Draft available

To facilitate access of the DNA’s members to electronic
bulletin board available on the Internet
§ Projects development
 Creation of a good pipeline of CDM projects to secure financing
is a key issue of the CDM. Therefore, there is a need to strengthen
capability of public and private sectors to identify and formulate
eligible projects.
With respect to IREN TOR this is to be implemented in the year 2005.
 But upon request of RISO and ENDA, this is being executed in
this year 2004 without enough preparation and constitutes a new
constraint
 The CDM Technical Team (CTT) must continue organising
training sessions, mainly on GHG calculation and baseline
determination for project developers (NGOs, private and public
sectors, civil societies, etc.) to enable them to identify and formulate
eligible CDM projects to contribute to the sustainable development
of Côte d’Ivoire.
Activities for the next six months after sharing with
ENDA in May and June 2004
•Training programmes to suit local needs : The creation of a portfolio of
viable projects needs capacity building of potential promoters for
project identification and formulation)
using a learning by doing strategy.
 Methodology:

Identify needs expressed by potentials promotors

Collect updated knowledge training programmes

Develop a manual & kits suitable to local needs related to baseline
scenarios, approved methodologies, baseline determination methods,
additionnality concepts, monitoring plan &methodologies, GHG
inventories, Economic and finacial analysis; project cycle, leakage
identification and evaluation, project evaluation procedure, carbon
funds, business and emissions trading
Activities for the next six months after sharing with
ENDA in May and June 2004 (2) : expected outputs
 Development of a CDM projects portfolio

 Establishment
of National Criteria for
sustainable Development with specific
funds requested.
As a general summary
from sept 2003 and July 2004 (less than one
year)
 All activities for the year 2003 have been
completed except legal and regulatory
implications
 For the year 2004 activities remaining are:
 Development of promotional materials for
DNA using guidebooks developed by IREN
and UNEP RISO and relevant tools
available
 Training financial institutions (?), civil
socity, NGO’s
 Database development (IREN and 2
graduate students working on it)
CONCLUSION
 Strengthening capacities of public
and private sectors is an on going
process and most of the partners have once
heard about CDM.
 Specific actions to be taken to more or fully
involve private sector and NG0’s.
 Jacques Moulot’contract issues should be
addressed by UNEP RISO in a short term
basis.
