What is Climate Literacy?
• Scientific literacy is the knowledge and understanding of
scientific concepts and processes required for personal decision
making, participation in civic and cultural affairs, and economic
productivity. It also includes specific types of abilities.
• In short, the ability to question, to determine answers, to
understand and evaluate climate information (at a popular press
level), and to appreciate the necessary scientific underpinnings
of local, state, national policy and decisions....to appreciate how
climate is a part of our larger societal framework.

How does climate literacy and climate
education intersect with data management?
• Workforce development (formal ed. yield time – 10 yrs)
– (not just science, but resource managers, utilities, architects
etc. etc.)
• Ability to ask the right questions of us as data providers
• Public support for government expenditure
– (e.g. billions of dollars for satellite investments, modeling
capabilities)
• Public understanding of implications of climate research
and resulting policy decisions

CCSP and education activities...
The U.S. Climate Change Science Program (CCSP) incorporates the U.S.
Global Change Research Program (USGCRP), established by the Global
Change Research Act of 1990, and the Bush Administration’s 2001 Climate
Change Research Initiative.
Vision: A nation and the global community empowered with the sciencebased knowledge to manage the risks and opportunities of change in the
climate and related environmental systems.
Mission: Facilitate the creation and application of knowledge of the Earth’s
global environment through research, observations, decision support, and
communication.
Responsibility: Coordinating and integrating scientific research on global
variability and change sponsored by 13 participating agencies of the U.S.
Government.

• Agency leads and EOP liaisons, Interagency
Working Groups, Coordination Office
• Strategic Plan (2003), Revised Research
Plan (2008), annual research prioritization
• International research cooperation and

Ad hoc Education Interagency Working Group
• Participation
– Frank Niepold (NOAA), Ming-Ying Wei (NASA).
– Other participation from NSF, USDA, DOE,DOI,
EPA,HHS...etc.
• Key activities
– to outline national imperatives for inclusion in future
strategic planning activities with focus on
interagency component
– To build a cohesive climate literacy framework –
interagency and external community

Current CCSP Goals [from 2003 Strategic Plan]
1. Improve knowledge of climate and
environment.
2. Improve quantification of forces
driving changes to climate.
3. Reduce uncertainty in projections
of future climate change.
4. Understand sensitivity and
adaptability of natural and
manmade systems.
5. Explore uses and limits of
managing risks and opportunities.
