CAA Challenge sessions

Areas for further consideration
– Health inequalities (specifically teenage pregnancy, smoking, alcohol
and obesity),
– Sustainability and climate change,
– Decent homes, Housing options, Salix Homes inspection,
– Responding to the recession;
– Safeguarding children

– School improvement and performance
– Community cohesion and equalities
LAA Programme Board on 7 April – agreed "Challenge Sessions" would
be held to review the areas.
Challenge session outcomes will be reflected in the self assessment.
Challenge Sessions - methodology
– Taking part were representatives from Salford Primary Care
Trust, Greater Manchester Fire and Rescue, Greater
Manchester Police and Salford City Council.
– Service specialists and leads present the issues and are
subject to “critical friend” / peer review by colleagues from
other organisations.

Methodology - the questions
Impact – what is the impact of poor performance
• What is the impact? and what is the likelihood that this will
happen?
• What is the scale of the impact?
• How serious is it?
• Narrowing the gap - What are the implications for particular
neighbourhoods or vulnerable people?
Trajectory
• Is it getting better?
• What are the prospects for improvement?
• Are we on the right trajectory?
• How well are the improvements / outcomes being delivered?
• What will help it get better ie what do we need to do to improve?
Methodology - the questions
Improvement plan
• Describe the improvement planning mechanisms that are in place
to monitor interventions
• What practical improvement activities are in place?
• How do we know activities are making a difference? i.e. what
evaluation exists?
• Have we demonstrated how partnership working is making a
difference?
• What specific communities / groups of people have benefited from
collaborative working?
• What evidence do we have of improvement to outcomes?
Emerging findings
•
Strong improvement programmes in place in critical areas eg.
Safeguarding Children but sessions have highlighted issues around
– Full partnership involvement in all cases
– The need for continued pace in delivery of the programmes
– Governance arrangements

Key focus of discussion within these sessions has been the plausibility of
our approach in sustaining improvement/delivering target outcomes
Green tags potentially in areas such as employment creation,
sustainability, our approach to tackling the recession eg. working
neighbourhood teams, city region developments which are not
necessarily being recognised
The need to maintain this challenge tool beyond these initial sessions
In effect the sessions have created mini self evaluations in the identified
areas, to be finalised by 15 June 2009
