CAA and Sustainable Development
Robert Whittaker
Deputy Director
Government Office for London
sustainable outcomes –
why do they matter?
• most challenges – climate change,
demography, public health – demand
sustainable solutions
• many goals – return to economic prosperity,
cohesive communities, environmental
protection – depend upon them
• confer practical benefits (e.g. vfm) at time of
most need
more reasons to seek them
• chasing multiple dividends in hard financial
times – the Denham view
• managing – overtly – major risk
• expectations of public steadily growing
• failure to do so could be penalised under
CAA…..
• …. with attendant implications for reputation
and public perception
CAA
• strong and overt emphasis on sustainability
(quote)
• now a performance conversation rather than
inspection events
• wider range of evidence sources in play
• much greater outcome focus (e.g. UoR
(“harder test”)
good practice
• quality of SCS’s improving, as is engagement
• some well-known examples – Camden Walking
Plan, Southwark Handyman Service
• much greater focus on holistic solutions driven
through LAAs (Greenwich)
• London Councils report in December will show
more
• is current vogue for climate change a
distraction/diversion ?
