Status of National Communication
under UNFCCC
• Montenegro, as a independent state, has
ratified by succession UNFCCC on 23
October 2006 and has become the party to
the Convention on 21 January 2007 as nonAnnex I country
• INC is under preparation – expected time for
submission to the UNFCCC Secretariat is

GOAL: Ensure sustainable, secure and competitive energy supply by
increasing energy efficiency and increasing the use of renewable sources
STRATEGIC COMMITTMENTS:
- common market for electricity and natural gas
- efefficient energy consumption and generation
- use of renewable energy sources
• Montenegro, as ecological state and SAA signatory, supports the
intention of the EU to achieve the objectives set in January 2007 by 2020:
Reduce greenhouse gases emission by 20%
Increase energy efficiency and reduce energy consumption by 20%
Raise share of renewable energy sources to 20%
Raise share of biofuels to at least 10%

toward the harmonization of national legislation with the Acquis
Communautaire of the EU in the sectors of air quality, industrial
pollution control and climate change
– producing national emission inventories aimed at the integration within the
“Long Range Transboundary Air Pollution (LRTAP)” Convention and
identifying the interactions with the greenhouse gases emissions inventories
carried out in accordance with the UNFCCC
– assistance in the field of air quality assessment and management, by
means of realization of emissions inventories at local scale, air quality
monitoring in urban and tourist areas and application of integrated models
for the evaluation of the present air quality status and the definition of
possible future scenarios and effects of reduction strategies

adaptation measures
• Feasibility Study of the undersea interconnection between transmission
grids of Italy and Montenegro
• Preparation for and Establishment of Montenegrin Agency for Energy
Efficiency and Renewable Energy Sources
• Support to the Montenegrin Energy Efficiency Unit, including training for
development of the necessary legislative framework and public
awareness rising activities – IPA 2007
• World Bank analytical and advisory support as well as financing of EnEf
projects in the Public sector buildings
