Background
Public Health Department
• In July 2016, Los Angeles County awarded the Public
Health Department $90,000 in grant funds for the
Substance Abuse Prevention and Control (SAPC)
Grant to support the following activities:
> Increase supplementary education about risks associated with
substance misuse;
> Increase awareness about the dangers of opiate drug use;
> Increase existing school-based services including community
outreach and community policy enhancement efforts; and
> Develop and strengthen collaborative efforts throughout San
Gabriel Valley Service Planning Area (SPA) 3 to educate
community members about the negative impact of substance
abuse.

Recommendation
Public Health Department
It is recommended that the City Council:
• Find that the proposed action is exempt from the California
Environmental Quality Act pursuant to State CEQA Guidelines Section
15061(b)(3) as it will not have a potentially significant environmental
effect and, therefore, falls under the “general rule” exemption;
• Recognize and appropriate $90,000 in Los Angeles County grant
funds to the Public Health Department’s FY17 Operating Budget to
fund the program activities required by the Substance Abuse
Prevention and Control (SAPC) grant.
