Proposal for a regulation on the application of Articles 107 and 108 TFEU to the de minimis
aid in the agricultural sector;

Greenhouse gas emission allowance trading within the Community in view of the 2020
implementation of an international agreement applying a global market-based measure to
international aviation emission;

Challenges and issues

Need to cover all relevant costs for all actors, as well as the
benefits (which would also allow for a more detailed
presentation of how positive impacts for beneficiaries and
costs for public authorities interact);
Indicate problems faced when requesting data from
Member States on burdens for businesses;
Need to be fully transparent on, and better explain, the
underlying assumptions when applying the SCM /
conducting quantifications to ensure the robustness and
usefulness of the results.
