Activities that involve low risk and less probability of injuries.
With proper planning, these activities are generally considered safe.
Ex. Board Games, Coffee Houses
Moderate Risk
Activities that are less likely to result in serious injury.
Considering possible scenarios and making adjustments helps
lessen risks.
Ex. Scavenger Hunts, Dodgeball, Dunking Booth
Determining Risk
High Risk
Activities that pose a serious risk that is likely to occur
In some cases, the addition of safety procedures and
processes can help lessen these risks.
Ex. White water rafting, Bungee jumping
Extremely High Risk
Activities that are extremely dangerous and involve probable
risk of serious injury or death
These activities should be completely avoided and/or
redesigned to eliminate this risk.
Ex. Alcohol drinking games, Walking on hot coals
ETBU Alcohol, Drug,
Tobacco, and Weapons Policy
The ETBU campus, all other university owned or
leased property, and all university sponsored
activities – on or off campus – are tobacco,
alcohol, drug, and weapon free.
Organization activities are university sponsored
activities.
ETBU Alcohol Sanctions
Student Organizations violating ETBU’s alcohol
policy may have their charters revoked and
additional disciplinary action may be taken.
Individual disciplinary sanctions may also be
incurred.

ETBU Drug Sanctions
Student Organizations violating ETBU’s drug
policy may have their charters revoked and
additional disciplinary action may be taken.

ETBU Weapons Policy
Firearms and other weapons are not permitted at any
location on campus.
Possession or use of any weapons on the University
campus is in direct violation of Texas State Law,
Marshall City Ordinance, and University Policy.

ETBU Weapons & Explosive Devices
Sanctions
Student Organizations violating ETBU’s
weapons/explosive devices policy may have
their charters revoked and additional
disciplinary action may be taken.
Individual sanctions may also be incurred.
Weapons, Explosive Devices
PLACES WEAPONS PROHIBITED. (a) A person commits an
offense if the person intentionally, knowingly, or recklessly
possesses or goes with a firearm, illegal knife, club, or
prohibited weapon
(1) on the physical premises of a school or educational
institution, any grounds or building on which an activity
sponsored by a school or educational institution is being
conducted, or a passenger transportation vehicle of a
school or educational institution, whether the school or
educational institution is public or private, unless pursuant
to written regulations or written authorization of the
institution.
Texas Penalties for Weapons: PHP
Third Degree Felony
Imprisonment of not more than 10 years or
less than 2 years and/or a fine not to exceed
$10,000
ETBU Hazing Policy
It is the policy of East Texas Baptist University to
enforce the state mandate prohibiting hazing.
ETBU Hazing Policy
Hazing is defined as any intentional, knowing, or
reckless act occurring on or off the campus of
ETBU, by one person alone or in action with
others, directed against a student, that
endangers their mental or physical health or
safety for the purposes of pledging, being
initiated into, affiliating with, holding office in,
or maintaining membership in any
organization whose members are or include
ETBU students.
ETBU Hazing Policy
“Hazing” includes, but is not limited to:
a. any type of physical brutality, such as whipping, beating,
striking, branding, electric shocking, placing of harmful
substance on the body, or similar activity;

b. any type of physical activity, such as sleep deprivation,
exposure to the elements, confinement in a small space,
calisthenics or other activity that subjects that student to an
unreasonable risk of harm or that adversely affects the mental
or physical health or safety of the student;
c. any activity involving consumption of a food, liquid, alcoholic
beverage, liquor, drug, or other substance which subjects the
student to an unreasonable risk of harm or which adversely
affects the mental or physical health or safety of the student;

d. any activity that intimidates or threatens the student with
ostracism, that subjects that student to extreme mental
stress, shame, or humiliation, or that adversely affects the
mental health or dignity of the student or entering or
remaining registered in an educational institution, or that may
reasonably be expected to cause a student to leave the
organization or the institution rather than submit to acts
described herein;
e. any activity that induces, causes, or requires the student to
perform a duty or task which involves a violation of the Penal
Code.
Personal Hazing Offense
A person commits an offense if the person:
- engages in hazing
- solicits, encourages, directs, aids, or attempts to
aid another engaged in hazing
- intentionally, knowingly, or recklessly permits
hazing to occur

- has firsthand knowledge of the planning of a
specific hazing incident involving a student in
an educational institution, or firsthand
knowledge that a specific hazing incident has
occurred, and knowingly fails to report
knowledge in writing to the Dean of Students
of other appropriate officials of the institution
ETBU Hazing Sanctions
Student Organizations violating ETBU’s hazing
policy may have their charters revoked and
additional disciplinary action may be taken.
Individuals found to be in violation of this policy
will face disciplinary action ranging from
probation to dismissal.

ETBU Sexual Harassment Policy
Sexual Harassment is a form of sexual
discrimination prohibited by civil rights laws and
University policy.
Sexual harassment is defined as unwelcome sexual
advances, request for sexual favors, or other
verbal or physical conduct of a sexual nature,
submission to which is made a term or condition
of any right, privilege, power or immunity, either
explicitly or implicitly.

Sexual harassment may range from unthinking
and often unintentional verbal denigration of
a person on the basis of gender to actual
physical assault.

Sanctions
Individuals and/or groups that engage in sexual
harassment and/or assault may be subject to
civil and criminal penalties as well as
disciplinary action by the university.

Texas Penalties for Harassment
Class B Misdemeanor
Punishable by
(1) a fine not to exceed $2,000;
(2) confinement in jail for a term not to
exceed 180 days; or
(3) both such fine and confinement.
Texas Penalties for Sexual Assault
Second Degree Felony (in most cases)
Punishable by
(1) imprisonment for any term of not more
than 20 years or less than 2 years
(2) a fine not to exceed $10,000
Sexual Assault Prevention and
Safety Procedures at Events
Keep the participants in large groups.
Organization officers should walk through the
space to check on participants.
If individuals need to leave the large group, have
2 people accompany them.
Fire Safety
NO SMOKING on campus
NO CANDLES on campus
NO FIREWORKS on campus
Locate emergency exits for all buildings.
Contact 911 for any fire concerns.
Information on Contracts
Students are not authorized to sign contracts on behalf of their
organizations. Contracts must be reviewed by the VP for
Student Affairs and then the VP for Administration and
Finance.
The arrangements for a speaker or performance, the conduct of
the speaker or performer on campus, and the good order of
the activity are the concern of both the inviting group and the
University. The privilege to invite speakers and performers
carries with it important responsibilities to insure that the
proper objectives of the University are not compromised.
Information on Contracts
The University cannot be held responsible for accidents and/or
injuries incurred through activities on or off campus sponsored by
recognized student organizations.
The organization inviting a speaker or performer to the campus will
be financially responsible for any and all damages proximately
caused by acts of misfeasance or malfeasance on the part of the
speaker/performer or those acting in concert with him or her.

ETBU Travel Policy
It is the policy of East Texas Baptist University
that all students traveling under University
sponsorship either receive University provided
transportation or sign a liability waiver
indemnifying the University.
ETBU Travel Policy
An Application for Approval of Off-Campus Trips must be
submitted by the trip sponsor to the Office of Student
Affairs at least three days prior to the group’s
departure date. Each request is acted upon by the Vice
President for Student Affairs and forwarded to the Vice
President for Academic Affairs when appropriate. A
copy of the request will be forwarded to the trip
sponsor.
The names of all students participating in the trip must be
submitted to the Office of Student Affairs.
ETBU Travel Policy Procedures
Prior to departure in non-university transportation, students enroute
to a university required external event will be provided a copy of a
Release, Waiver, and Indemnification Agreement. Any student
failing to sign the document may be denied opportunity to
participate in the activity. The documents must be collected by the
teacher, coach, or sponsor and held for reference until after the trip
is completed and all students have been safely returned to the
point of origin.
Non-academic student groups not receiving University funding,
traveling without University funding and not being transported in
University vehicles are not required to file a travel request.

Adoption of Risk Management Policies
by Organizations
Presentation to Entire Organization
Must occur before Friday, October 12, 2012.
Paperwork due on Friday, October 12, 2012 by
4:00pm to the Office of Student Affairs.
Assess Risk in Planning Events
Annual Education Requirements
ETBU will provide annual trainings in risk
management each September/October.
The organization president and two additional
organization members must attend annually.
The organization sponsor must attend the initial
program and is encouraged to attend annually.
Reporting
Student Organization Incidents
1. Contact the Campus Security/Police and/or Dean
of Students immediately in emergency situations
2. Complete the Student Organization Incident
Report Form (located on the ETBU website under
Student Life/Student Organizations)
3. Submit form to the Director of Student Activities
