Capacity Building Successes
and Lessons Learned
Within the SPF process Capacity Building
involves (but is not limited to):
•Engaging key stakeholders, coalitions and
service providers to plan and implement
sustainable prevention efforts.
•Mobilizing financial and organizational
resources within a community.

and training on the five steps of the SPF

Cohort 1 Capacity Building Successes:
Engagement of Key Stakeholders
• The Drug and Alcohol Consortium of Allen
County invited Dr. Deb McMahon, County
Health Commissioner, to sit on their LAC,
she offers valuable information on drug
and alcohol abuse in their community.
• Geminus Corporation of Lake County
assisted in the development of Drug Court,
which diverts non-violent, substance
abusing offenders from prison and jail to
substance abuse treatment.
Cohort 1 Capacity Building Successes:
Community Mobilization
• Drug Free Marion County is reaching out to
neighborhood groups with the development
of an alcohol permits remonstration
guidebook to help increase community
knowledge of the permit process including
hearing dates and changes.
• Monroe County Asset Building Coalition has
successfully stopped the issuance of a new
liquor license by mobilizing neighborhood
families.

Partnerships
• Lake County Drug Free Alliance has
developed a partnership with the Lake
County Sherriff's Department to survey
the inmate population of the Lake County
Jail on substance abuse.
• Monroe County Asset Building Coalition
has partnered with State Excise Police on
Alcohol Laws reminder posters to be
distributed to all alcohol licensees.

Partnerships (Cont’d)
• The Coalition for a Safe and Drug-Free
Tippecanoe County has established
partnerships with organizations like the Greater
Lafayette Sexual Assault Prevention Coalition
to facilitate information and resource sharing.
• Many Cohort 1 communities have partnered
with Colleges and Universities across Indiana
including Purdue University, Calumet College
and IUPUI, among others.

Cohort 1 Capacity Building Successes
• The Partnership for a Drug Free Wayne
County has purchased an evaluation
tracking system from Community Systems
Group (CSG). The tracking system will
hold databases, key events, meetings and
their minutes and includes graphing and
report capabilities.

Cohort 1 Capacity Building Successes
• In December 2008, Drug Free Marion
County produced radio and TV PSA’s
advising parents that “What They Say
Matters” and impacts underage drinking.
The same PSA’s will run in area movie
theaters over the summer months.
Cohort 1 Capacity Building Barriers
• The Coalition for a Safe and Drug-Free
Tippecanoe County has encountered
barriers in the area of multiple community
initiatives competing for engaged people’s
time. They work to overcome this barrier
by ensuring members are participating in
meaningful and time-efficient activities.
They also rely heavily on internet
communication such as Constant Contact
and Facebook.

• Drug Free Marion County has been
challenged by the size of their county,
workgroup membership and development,
and changing from a program mentality to
environmental approaches. They hope to
address some of these issues with the
implementation of CMCA.
