APRIL 2013 ONWARDS
Greater Manchester Flu Service
Community Pharmacy Greater Manchester starts to discuss
flu with Area Team and Public Health England
Early September 2013 agreement that the service will be
commissioned in the 18-64 at risk groups
Start delayed to November 1st
THE LOWS
Greater Manchester Flu Service
- Very short time scale to get the service up and running
- CPGM had to manage the service due to lack of resource at the
AT
- Little time to engage with organisations that could signpost to
pharmacy e.g. Drug Services, Carers Support, Diabetes
Centres
- Contractors in Oldham were very disappointed with the age
restrictions
- Some pharmacies did not provide any vaccinations
- Resistance from some CCGs & LMCs
- Large budget allocated by the Area Team, but the late start
date did not give contractors a fair chance to use it
HIGHS
Greater Manchester Flu Service
The Service was commissioned
£15 fee paid per vaccination
209 Pharmacies took part
Some pharmacies did very well
£10K paid to CPGM towards the cost of managing the service
The service gave the LPCs the chance to work together on a
large scale project
A positive working relationship was established between the
AT, PHE and LPC Leads
Agreement that the service will be commissioned this year on
at least the same terms as last year
THE POLITICS
Greater Manchester Flu Service
Commissioning Confusion
Central delay
National?
CCG?
Local Authority?
Area Team?
Two faces of Commissioning
PHE agreed October start
Budget agreed £300k
Training done
SLA delayed… and delayed
AT Finance imposed 1st November start
Contractors didn’t recover training costs
LOCALITIES
Greater Manchester Flu Service
Stockport
LMC thought they’d vetoed the service
Delayed the commissioning decision
Hamstrung the service
Oldham
Locally commissioned service started very small, almost failed
Expanded over 3 years to become a genuine choice for patients
1400 vaccines across a dozen pharmacies in 2012
Shift to GM commissioning – late start, no 65+
Patients had to be turned away
291 vaccines across 21 pharmacies
Contractors (and patients) very unhappy!
