Technological modes
Technological mode (TM) is an assembly of technologies that
are representative for a specific level of production development.
Because of scientific and technical-and technological progress
there is a transition from the lower technological modes to higher
ones that are more progressive (according to Russian
academician Sergey Glazyev).
First TM (1770-1830) – energy of water
Second TM (1830-1880) – steam engine
Third TM (1880-1930) – electric motor
Fourth TM (1930-1970) – internal-combustion engine, petroleum
chemistry, natural gas
Fifth TM (1970-2010) – renewable power sources, hydrogen energetics,
dimethyl ether
Sixth TM (2010-2050) – light energy-intensive and material-intensive
technologies of renewable power sources, bioenergetics, psychical
energy

Low-carbon green economy and
synergetic effect of energy savings
The green low-carbon economy
is an economy when the economic
growth comes amid greenhouse
gases emissions reduction and
increase of economic,
environmental and climate
constituents of energy savings.
The synergetic effect of energy
savings can be considered as a
key and even as a symbol of the
low-carbon green economy

Within the bounds of the
Russian-British project
“Creating the Framework for
Russian Regional LowCarbon Development” that
was realized in 2010-2011
years the monograph
“Regional Strategy of LowCarbon Development at the
Example of Sverdlovsk Area”
was prepared by the Ural
Centre for Energy Efficiency
and Environment. The existing
and proposed directions and
programs of the low-carbon
green economy in the region
were revealed.

In pursuit of the
economic growth
and comfort we
forgot about а
human who is
essentially
responsible for all
the crises
(environmental,
climate, energy
and financial
ones). Only the
man can recover
the situation with
them.

Human
capital
HUMAN CAPITAL
1. Healthy lifestyle
2. High-quality education
3. Cultural constituent. Development of creativity as a
commercial category according to Vladimir
Vernadskiy. Inputs into the culture as investments
into a human who is the future of the Russian
Federation.
4. Mental (moral) constituent
5. Energy potential of a human and its rational use

Energy
efficiency
and energy
savings
Energy efficiency and
energy savings
• Realization of Energy Saving Program of Sverdlovsk
area and Yekaterinburg city
• Use of renewable power sources and local types of
fuel, slimes of water canals, lignin
• Transfer of municipal transport from petrol to natural
gas
• Development of electromobile and bicycle transport
in Yekaterinburg city
• Production and consumption of fuel pellets from
wood waste
• Calculation of carbon footprint of metallurgic
enterprises
13
Support of
the Product Program
• Spirulina as a food product surpasses all the known
food products in protein content (70 %)
• Expanding the nutrition base for cattle: cultivation of the
fast-growing alga
• Production of biological fuel oil from oil seed rate
(technology of the Ural State Agricultural University)
and providing the local transport with own fuel (Irbit
region)
• Agricultural waste as fertilizer and fuel for own power
generating equipment of poultry plants
14
Utilization of industrial and
solid municipal waste
• Industrial waste.
Advantage of Sverdlovsk area over other regions – monitoring of
industrial waste (waste colume, composition, waste owner). It allows
to create the waste exchange market for not only slags, slimes and
lignin but also for CO2-equivalent emission reductions.
Example – Klyuchevskoy Plant of Ferroalloys.
• Solid municipal waste:
- Separate (dual) collection of solid municipal waste. Production of
marketable products from plastic material waste
- Climate project on landfill methane combustion at
Shirokorechenskiy poligon
- Creation of the Association of Socially Responsible Enterprises
- Utilization of worked out wood sleepers of Sverdlovsk Railroad
15
Water protection and water
regulation functions of forests
• One of the methods of solving the high quality water
lack problem in Yekaterinburg city and Sverdlovsk area
is restoration of natural forest cover.
• Knowing the cost of forest water regulation functions will
allow to develop an economical mechanism of forests
and water resources sustainable management.
• The annual effect of water regulation role of forest
landscapes of Sverdlovsk area in the year 2012 was
more than a third part of the budget of the area.
16
CONCLUSION
• The importance of green low-carbon economy is also that with the help of lowcarbon economy criteria the level of sustainable development of a region or of an
enterprise can be estimated. These are such criteria as specific greenhouse gases
emissions to a gross domestic product unit and greenhouse emissions to a
production unit.
• The human capital is one of the main aspects of the low-carbon economy. It
should be estimated not only in intellectual and physical constituents but also in
creative, energy and spiritual ones.
• Sverdlovsk area is a unique region of the Russian Federation because a lot was
done in it for preparation to realization of the low-carbon economy strategy. In our
area the program on low-carbon economy is being developed, it is going to be
implemented in the nearest future.
• The Ural Federal University named after Boris Yeltsyn in cooperation with the Ural
Centre for Energy Efficiency and Environment are ready to come forward as
partners for countries realizing the low-carbon economy. We can work together in
research works preparation, training the specialists including representatives of
People’s Republic of China, and promotion Chinese green technologies.
