THE CONSTITUTION OF 1945 GIVES POWER TO THE PRESIDENT TO HOLD
THE HIGHEST AUTHORITY IN THE GOVERNMENT ADMINISTRATION. THE PRESIDENT
PERFORMS THE FINAL RESPONSIBILITY OF THE NATIONAL GOVERNMENTAL AFFAIRS,
INCLUDING THOSE PERFORMED BY LOCAL GOVERNMENT. THEREFORE, THE
PRESIDENT HAS THE AUTHORITY TO GUIDE AND SUPERVISE OF THE ORGANIZATION OF
PROVINCIAL AND REGENCIES & MUNICIPALITIES GOVERNMENTS.

RELATIONSHIP BETWEEN CENTRAL GOVERNMENT &
LOCAL GOVERNMENTS
 All governmental functions, distributed to regions, are essentially
the governmental functions possessed by the President.
 The President issues the implementation guideline of governmental
function and also performs supervision to its implementation in local
regions.
 The guidance and supervision to provincial governments are
performed by the ministries/central institutions & to regency/city
governments are performed by the governors who are assigned as
the central government representatives.
 Thus, the relationship among the President, governors and head of
regencies/mayors is applied in hierarchical ways.
