Equal / SAUGE Project
A project developed in the framework of a call for projects by Equal:
- training, awareness building and leadership projects,
- a 650,000€ budget, 50% financed by the European Social Fund and co-financed by the
Franche-Comté region and various agricultural organisations

A few examples of implemented actions:
Support for business creation and diversification projects :
- Individual support and training “from an idea to a project”
Development of shorter marketing circuits:
- The Pugey Growers’ Marker,
- Paniers fermiers de Velotte and the creation of an AMAP (Association for the Preservation of Country
Farming),
- Awareness building brochure “where can you find farm produce
near your home?”
Issues concerning establishing agricultural activities and land management:
- Project being studied for the creation of a goat farm in Montfaucon
- The Chalezeule agricultural park
Training and working with the ANPE :
- Initial training in professions associated with nature,
- On the job evaluations (an ANPE system)
Leadership, awareness building:
- Organisation of hikes between farms (Mazerolles and Fontain in 2007)
- Creation of family gardening areas (Montferrand 2007, Dannemarie 2008)
Transnational Partnership:
- Partnership with a Portuguese project in Palmela (near Lisbon) : development of new agricultural activities and
notably Organic Agriculture
- Partnership with an Italian project in Reggio Di Calabria : development of tourist reception in small traditional

Network of Cities for a sustainable energy policy in the
cities of the Jura and Lake Leman Regions
• An INTERREG IIIA Franco-Swiss project in the Jura and Lake Leman
regions- 2005-2007 – 1,330,000 Interreg / 3 M€ overall
• Coordinated in France by Energie-Cités and in Switzerland by CREM (Centre
de compétences en urbistique)
• Grouping together 8 French cities and suburban areas and 8 Swiss cities
• Three levers for the improvement of energy performance in these areas
• Implementation and adaptation of the European Energy
Award®/eea®certification
• DISPLAY camapaign
• Implementation of action plans for energy control (200,000 € including 80,000
Europe)
Besançon : a global

• 30 buildings including 18 schools where awareness of environmental
questions is essential
• First, meetings with the various concerned administrations: Building, Water,
Energy Control and Education...
 Elaboration of a mutual action plan
• Implementation of awareness increasing actions with the various building
users in 2007-2008: School Directors, School personnel, teachers, children
• At the same time, setting up of a works programme for energy reduction
• Implementation of awareness increasing actions with municipal personnel:
campagne de communications campaign by various educational or
recreational methods: intranet messages, quizzes, posters…

Agenda 21 and the environmental charter: a unified approach that is ficussed on the
energy question But without quantifiable objectives
With this certification, the City of Besançon passed an important milestone
To achieve this, the City followed a procedure to obtain the Cit’ergie eea® label
:

 Commitment to an energy and climate policy : a 2007-2010 programme with
actions in 6 certification areas
 Quantifiable objectives, set and adopted by the City Council on
18 December 2006
 Attribution of the Cit’ergie eea® label on18 December 2007 : Besançon
obtains 56.5 %

EEA certification - Cit’Ergie : a first regional approach
for the Regional Energy/Climate Project
• EEA certification - Cit’Ergie 2007-2010 : a programme per
stage so as to reach:
 PCE : in 2020
 Facteur 4 in 2050
• PCET 2020 :
• Reduce the emission of all greenhouse gasses (i.e. consumption ) with the
producers of such gasses
• 2 orientations: Abatement and Adaptation
• Set an objective for the reduction of greenhouse gasses
– Objectives 3 times 20 by 2020

mobility and health go hand in hand!
• A 3-year European Programme
2005 - 2006 - 2007
• Objective : Reduce automobile traffic in the
region of the alps while at the same time
motivating citizens to take part in more
physical activities.
• 7 partner countries: Germany, Austria, Italy,
Switzerland, Slovenia, Liechtenstein and
France
3 levels of action
• Level 1: increase the number of physical activities available in
public areas
• Level 2 : improve the image of public areas as appropriate
places for physical activities, in particular walking and cycling
• Level 3 : motivate citizens to choose sustainable forms of public
transport
Main areas in which Via Nova works:
• Cycling
• Intermodality • Mobility for those over 50
• Walking
For each theme, Via Nova has put into place strategies and
activities that are coordinated by a managing partner.
The Ginko network is in charge of the “Intermodality” theme
Implemented Actions
• Level 2 : improve the image of public areas as appropriate
places for physical activities, in particular walking and
cycling
• Integration of pictograms indicating bicycle
stations on Ginko maps and timetables
• “La forme en voyage !”
Exercises for health and relaxation have
been incorporated into the stations.
18 different exercises that can be discreetly done
in the various Ginko stations.
An idea originally implemented in Liechtenstein
Implemented actions.
Niveau 3 : motivate citizens to choose sustainable forms of
public transport :
• A Via Nova Bus on the Ginko lines explaining the
Via Nova philosophy
> Bus operating until end 2007
• Collection of 2005/2006 subscription coupons with
advice on health and well-being
Implemented actions: targeted populations
• Three-tiered direct marketing operation aimed at employees:
attraction, discovery, conquest.
> 8500 employees contacted
• Direct marketing operation in collaboration with
Estate agents. Targets: families
Arriving in a new area
• Promotion of the complementarities between bus + car:
garage owners offer bus tickets to their customers
• In 2006 : Distribution of documents encouraging senior citizens
To walk or use the bus network so as to reduce CO2 emissions
100 people committed to the programme - 600 adresses registered
• “Evolis Chailluz” : An on-request service that takes people
to the forest on Sundays along with their bikes (ind. = 19.6/20)

Experimentation around the idea of applied commitment
to change in modes of transport.
In collaboration with the Psychology Laboratory of the Université de Franche-Comté
