Introduction
The services are currently available on terminals specifically
selected by the telematics service provider (TSP).
It’s essential to achieve service interoperability between TSPs,
or between TSPs and contents provider (CP).
This paper is develop a telematics service framework in
support of open services.

Realization
The telematics service framework has been realized in
the Linux Redhat9 Fedora2 and the Windows 2000 Server
using Java and C++.
It has used SQLServer as DBMS to store the information on the
session, the user and the billing.
It has used SMS, TCP/IP and HTTP for message transport,
and Resin Embedded Web Server as web server for
HTTP.

Conclusions
The telematics service framework supports the
transport methods of various mobile environment
including SMS, TCP and HTTP.
In particular, the framework supports the XML
format for interoperability.
In addition, the paper presents open telematics
protocols, the telecommunication protocols.
