ARN Missions
The goals are to offer to the scientific
community :


Communication infrastructure
Technological infrastructure for :
 E-library
 E-learning
 GRID
ARN Organization

Initially the decision was made by
CERIST, the initiator of the NREN, under
the approbation of the Ministry in charge
of Universities and most of other
scientific organizations

Since 2005, this decision is shared by
members of a committee designed by the
Ministry
Sources funding

CERIST was the initiator of the ARN network
and has build this network since 1994 until 2001
with undirect funding (each university was
paying their cost)

Since 2002, the Ministry start paying for all the
organizations belonged to the Ministry

Since May 2004 CERIST beneficiate of funds
from EC which concern his connection to GEANT
under the EUMEDCONNECT Project. This funds
cover 80% of the total cost and 20% is national
funds.
Membership criteria

The organizations allowed to be part to ARN are
all the universities, research centers and others
high schools and academic institutions witch are
funded by the ministry (the number of these
institutions is 70)

Some others scientific or governmental
institutions and non profit organizations are
allowed to be connected to ARN but they have
to pay their cost
Staffing structure
The staff involved in ARN are concerned by 3
levels :

Level 1 concerns :




design of the network
management of the network
introduction of new services (multicast, IPv6, QoS)
R&D projects which concern quality of service,
management and new skills for networks

Level 2 concerns :




development of basic services (mail, web, dns, …)
development of informational services (portal,
research engines, …)
R&D projects which concern essentially the virtual
library and e-learning solutions
Level 3 concerns :

operational NOC handling new connections and
technical daily problems happening

Four PoPs with high capacity supports :
 Alger : 2.5 Gbps + Satellite Station
 Constantine : 622 Mbps + Satellite
Station
Oran : 622 Mbps + Satellite Station
 Ouargla : 155 Mbps



In 2002, ARN had a total of 20 Mbps of international connectivity
Today, ARN has 195 Mbps : 84% is directly provided by
Eumedconnect
Increase of International traffic
our international connectivity was provided through commercial
ISPs
The benefits are : faster connect speeds and better operation
performance than using the commercial Internet
costs :


In 2002, Internet capacity charges from commercial providers
were at least 4000$/Mbps/Month, 1000$/Mbps/month in 2006
Today, Eumedconnect capacity costs about 300 Euro/Mbps/Month
