The service capability should be improved. Especially,
it should provide multimedia service;
Security Problems;
Commercial Model Problems;
The concept and the requirement of NGI were put
forward in 1996. Except the problems on making it
larger and faster was solved satisfactorily, no one has
been solved very well;
The current techniques can not meet the demand of
development. And the direction of the techniques
development is not clear. The development of Internet
is in front of a crossroad.

The society need various services. The multimedia
service is the inevitable trend of the service
development;
The operators expect to integrate the services, so as to
improve the competition ability, and to increase the
benefit of the investment;
The current techniques are not enough to meet this
demand;
There is no verdict on NGN in the world yet Several
points of view still exist at the same time. And the
direction of the development of NGN is not clear. The
development of NGN is in front of a crossroad.

of a crossroad. Which direction should the
development of communication network go? What is
the trend of the development of NGN? How to develop
the communication network next for the domestic
operators? What kind of products should the equipment
manufactures produce to meet the demand of the future
market? All of these problems are puzzling the
communication industry, and have affected the
development of the communication industry.

1. NGN is the inevitable trend of the

The communication network is the outcome of the
gradual development. The co-existence of several
communication networks (telephony network, data
network, Internet etc.) goes against the development of
communication. Both the users and the operators hope
to simplify the network in order to integrate all the
communication services to a single network, which can
decrease the operation cost. As a result, it can decrease
the prices of the communication service.
The current techniques used in the communication
network can not meet the demand of the
communication development. The development of the
communication network need the introduction of new
techniques.

The phenomenon of competition on communication
has appeared. It should be the competition of high level.
It should be the competition of new services. It should
be the competition of new ideas of the operators on
network construction, operation and maintenance. This
can urge the operators to pay attention to the
construction of NGN as well as the development of the
new services carried on NGN.

The contribution rate of telephone service to the
communication service is decreasing. And that of data
service and integration service is increasing at the same
time. This urges the operators to start the construction
of NGN as early as possible, which is beneficial to the
development of new services, so as to realize a new
economic point of growth.

The traditional operators want to supplement their
communication services networks to make them
complete. And the new operators hope to establish
communication networks to enter into the
communication services field. They are sure to adopt
new techniques to realize this instead of adopting
traditional techniques. So the demand for the NGN
techniques is very urgent. For the operators in China, It
is not simply the problem of NGN, but the problem of
how to establish the NGN and what kind of network
should be established.

The demand of the development of the
communication equipments manufacturing industry

The technique trend is not clear. The investment motives are
dispersed. And the investment risk increases. In the past 10
years, the new communication techniques have emerged in
endlessly. For every technique has its own features, in order
to acquire as large as possible the shares, manufacturers have
to spend both person and material resources in studying,
developing and testing the techniques. When developing the
NGN products, for there is no leading one in the current
NGN techniques, the technique trend is not clear when
investing to the NGN equipments, which results the
manufacturers have to invest to all the new techniques. This
is why the technique trend is not clear, and the investment
motives are dispersed, and the investment risk increases.

The IP communication network is completely different
from the IP network which is designed on the basis of
Internet concept. It maintains the essential key features,
namely the IP communication network will be based
on the packet switching technique, adopting the
connectionless-oriented working method. The complex
stream controlled technique will not be used among the
nodes of the network equipments. Especially the
connectionless-oriented working method and the
absence of the complex stream controlled technique are
the soul of the IP network, and are unchangeable.

The IP communication network will adopt the design
concept based on the communication network which is a
commercial network, and is controllable, maintainable and
administrable, with a good ecotypic mode. It does not
operate with the users as core elements, and the self-restrict
of the users as basis, but is established on the basis of the
complete and comprehensive administration of network by
the operators. The security of the service network and the
trust between the nodes of the service network equipments
are guaranteed by the network operators. Also the insurance
of the resources required for the service network for the QoS
and the assignment and the preparation of the network
resources are provided by the network operators.
