The highest priority has to be given to present the various dimensions of disaster risks within a community through structured
programs of educational and academic endeavor as well as in professional training in the many abilities necessary to sustain disaster
reduction in practice. As people's understanding and the exercise of their professional skills are essential components of any strategy of risk
reduction, an investment in human resources and building individual capabilities across generations, will have more lasting value than any
other specific investment made in technological systems to reduce risks.
