Crisis Consensus Exercise
What is Consensus?
Definition: Widespread Agreement
The Scene
You hear the air-raid siren. You turn on the
TV and all stations are broadcasting an
emergency news bulletin:
“Various coordinated chemical attacks using
the VX Nerve agent have been launched
around the world”
The announcement directs citizens to
immediately proceed to fallout shelters.
The Problem
Exposure to outside air or water sources
will lead to death.
You have too many people for a shelter
that is equipped with food, water, and
oxygen to last for five persons for 6
months.
