War Financing
- U.S. spent $35.5 billion on the war effort
- Money was raised through a progressive income tax
(the more you make, higher % of tax you pay – still
today), taxes on tobacco, liquor, and luxury goods, and
the selling of “Liberty Loans” and “Victory Loan” U.S.
saving bonds.
Committee On Public Information
- The CPI was established as the 1st propaganda agency
- The CPI created thousands of paintings, posters,
cartoons, and sculptures promoting the war
- 75,000 men went around the nation speaking about
everything relating to the war.
- 75 million pamphlets were distributed by the Boy Scouts
for the propaganda campaign

Attacks on Civil Liberties Increase
Anti-Immigration Hysteria
- Attacks were focused at German and Austria-Hungary
immigrants
- People with German last names lost their jobs, towns with
German names changed them, schools stopped
teaching the German language, violent attacks took
place against German-Americans.
- Other things tied to Germany were changed:
- Hamburger -> “Salisbury Steak” Sauerkraut -> “Liberty
Cabbage”
Espionage and Sedition Acts
- 2 Acts passed by Congress in 1917 and 1918
- A person could be fined up to $10,000 and
sentenced to 20 years in jail for interfering with
the war effort or for saying anything disloyal,
profane, or abusive about the government or
the war effort.
- Violated the 1st Amendment
- Over 2,000 Americans were prosecuted
The War Encourages Social Change
The Great Migration
- A large scale movement of thousands of
Southern African-Americans to cities in the
North
- African-Americans left to escape racial
discrimination in the South and take advantage
of the job opportunities in Northern factories
Women in the War
- Women moved into jobs held by men who left
for the war
- President Wilson acknowledged the
importance of women in the war effort
- In response to the respect women gained
during the war, the 19th Amendment giving
women the right to vote was passed by
Congress in 1919
