Corruption in India
•As with many developing nations, corruption is widespread in India.
•India is ranked 72 out of 179 countries in TICPI , although its score
has Improved consistently from 2.7 in 2002 to 3.5 in 2008
•Corruption has taken the role of a persistent aspects of indian politics
•And administration
•Political corruption in India is a major concern.
A 2005 study done by Transparency International in India found that
more than 75% of the people had firsthand experience of paying bribe
or peddling influence to get any type of job done in a public office.[
One of the major problems and obstacles to development that many
developing countries face is corruption by greedy, power-hungry
politicians, which is endemic in certain parts of the world.

Corruption in Politics
• Criminalization of Indian politics is a main problem
• In july 2008 Washington Times reported that nearly a fourth of
the 540 Indian Parliament members faced criminal charges
“including human trafficking, immigration rackets,
embezzlement, rape and even murder.
• At state level, things are often worse.
The total spending for the 2009 Lok Sabha elections is pegged at a whopping
Rs. 10,000 crore. The breakup of this spending throws up some interesting
insights too.

•Rs 700 crore (Rs 7 billion) by the Centre and state governments

Corruption in administration
• A 2009 survey of the leading economies of Asia, revealed Indian
administration to be not just least efficient out of singapore, japan,
malaysia, Taiwan, Vietnam, China, Philippines and Indonesia…
• further it was also found that working with the India’s servant was a “
Slow and Painful” process.
• officials often steal state property. In Bihar, more than 80% of the
subsidized food aid to poor is stolen
• In Govt. Hospitals, corruption is associated
with non- availibilty of medicines

Corruption in Judiciary
• Corruption is rampant in the judicial system of India
• According to TI a judicial corruption in India is
attributable to factors such as
• delays in the disposal cases
• shortage of judges and complex procedures,
• all of which are exacerbated by a preponderance of
new laws.

Effects of Corruption

• Creates unhealthy environment for investment
• Increase in cost of govt. – subsidized services
• The TI India study estimates that monetary value of petty corruption in
11 basic services provided by the govt., like education, healthcare,
judiciary, police etc, to be around Rs. 21, 068 cr.
•According to Management Guru C.K.Prahalad , the cost of corruption
to the country might as well exceed Rs. 250,000 crores.
Corruption in India leads to promotion not prison
Corruption in India has wings not wheels. As nation grows,
the corrupt also grow to invent new methods of cheating
the government and public.

Anti Corruption Efforts
Right to Information Act
 It is a law enacted by the parliament of india access to records of central govt.
and state govt.
Computerization
BHOOMI is a project jointly funded by the Govt. of India and the govt of karnataka
to digitize the paper land records and create a software mechanism to control
changes to the land registry of Karnataka
The project was designed to eliminate the long-standing problem of inefficiency
and corruption.
Ombudsmen
The LokAyukta is an anti-government corruption organization in the Indian states
Whistleblowers
Whistleblowers play a major role in the fight against corruption. India currently
does not have a law to protect whistleblowers, which was highlighted by the
assassination of Satyendra Dubey.
Creation of Anti-Corruption Police and Courts
Some have called for the Central Government to create an anti-theft law
enforcement agency that investigates and prosecute corruption at all levels of
government, including state and local level.

Tata Tea, social campaign - Jaago Re campaign 2007 to create social
awakening in the country for issues that plague our society a part of Tata
Tea’s CSR initiative like

Tata tea partnered with Jaanagraha to launch ‘Jaago Re One Billion Votes’,
a campaign to mobilize citizens of India to register and cast their votes in
the assembly elections.

It was a drive against apathy & cynicism towards political system.

The result was 6.5 million voters registered online through the website to
vote.

The website www.jaagore.com had more than 28 lakh visitors and a fourth
of them actually voted.

Tata launched 2nd phase of the campaign in 2009 which they aim to fight
governmental corruption -this campaign as “Aaj se Khilana Band, Pilana
shuru”.

German and Swiss banks have just released the names of dirty politicians who have been
illegally stashing money abroad.

Prime Minister Singh refuses disclose information, PM office is protecting the identity of
those crooked politicians Prime Minister Singh insists that international agreements prevent
him from releasing the names of those individuals with substantial money abroad.

But this is just a smoke screen to protect his friends -- Only a public outcry can force Singh

Latest Drive - by Anna Hazare

Anna Hazare to go on indefinite fast from April 5 if the prime minister does not initiate
action for formulation of a strong anti-graft legislation, in consultation with the civil
society by March end.

"I have written to the Prime Minister, if he doesn't takes a decision on drafting a
strong Lokpal bill by March-end, I will go on an indefinite fast from April 5,"
Hazare told reporters. Hazare, in his letter to Prime Minister Manmohan Singh,
has demanded that the government immediately set up a committee with at least
half of its member being from the civil society. "How could the officials and
politicians draft an anti-corruption law against themselves? At least half of the
members of the committee should be from the civil society," Hazare told
reporters here.

The Lokpal Bill, 2010 The activist's bill demands that the Lokpal and Lokayukta, who
will be the corruption watchdogs, be independent bodies unlike the Central Bureau of
Investigation, which is under the government and can not function independently. It
also emphasises on time-bound investigation

The 72-year-old activist called upon the nation to join him in the fast.
"I appeal to all the people, Lokpal Bill is the second struggle
for independence. Even if I am martyred it doesn't matter. "
he said. "It is not about Anna Hazare, it is about the country,"
he said.

related issues and to build anti-corruption platforms.

Measures to combat corruption
Foolproof laws should be made so that there is no room for discretion for
politicians and bureaucrats. The role of the politician should be minimized.
People should have a right to recall the elected representatives if they see them
becoming indifferent to the electorate.
Funding of elections is at the core of political corruption. Electoral reforms are
crucial in this regard. Several reforms like: State funding of election expenses
for candidates; strict enforcement of statutory requirements like holding inparty elections, making political parties get their accounts audited regularly
and filing income-tax returns; denying persons with criminal records a chance
to contest elections, should be brought in.
Responsiveness, accountability and transparency are a must for a clean system.
Bureaucracy, the backbone of good governance, should be made more
citizen friendly, accountable, ethical and transparent.
More and more courts should be opened for speedy & inexpensive justice so that
cases don't linger in courts for years and justice is delivered on time.
