I. About RECOFTC
• Built on over 25 years of experience
• Having built an alumni network of over 25,000 professionals from
more than 30 countries, RECOFTC has its Country Program Offices
in Cambodia, Indonesia, Lao PDR, Myanmar, Thailand, Vietnam,
and Nepal with ongoing efforts to expand engagement in China.
• Vision: Empowered local people are effectively and equitably
engaged in the sustainable management of forested landscapes.
• Mission: To enhance capacities for stronger rights, improved
governance and fairer benefits for local people in sustainable forest
landscapes in the Asia-Pacific region

Key activities of RECOFTC
in climate change in Vietnam
• Network: Coordinate activities under CCWG (chair of
mitigation sub-theme);
• Active participation in REDDnet, REDD+ STWG
• Development of training and communication materials in
climate change and REDD+
• Capacity building: provide capacity building in climate
change and REDD+ for different stakeholders, incl. Gov,
NGO, and communities
II. About the Project
• Title: Grassroots capacity building for REDD+
in Asia
• Donor: NORAD
• Implementing Agency: RECOFTC
• Duration: Aug. 2009 – Jul. 2010 (phase 1);
Aug. 2010 – Jul. 2013 (phase 2); and Jan. 2013
– Dec. 2015;
• Participating countries: Indonesia, Lao PDR,
Nepal (phase 1, 2 & 3), Vietnam (phase 2 & 3),
and Myanmar (phase 3).
Project Goal
Project Goal: Grassroots stakeholders in Asia are enabled to
effectively contribute to the REDD+ planning and policy process,
communicate their perspective to policy makers, and thus are
well positioned to potentially benefit from REDD+ for local socioeconomic development
Project Outputs
1. A set of country specific training package targeted at grassroots
stakeholders on climate change and REDD+ developed;
2. Project implementing partners are able to effectively raise
awareness among grassroots stakeholders on climate change
and REDD+;
3. Grassroots stakeholders have achieved a greater understanding
of the concept of climate change and REDD+;
4. Grassroots stakeholders and their representatives present their
concerns and issues to REDD+ policy makers and other
stakeholders;
5. Project lessons and experiences contribute to the on-going
REDD+ readiness processes and discourses within and beyond
the target countries are shared..

Key achievements
• Capacity Development Need Assessment (CBNA)
conducted
• Training and awareness raising materials developed .
• ToT: 76 people trained > 18 people capable of deliver
the trainings (during phase 2)
• ToT: 9 people upgraded on various related topics
including facilitation skills, collaborative conflict
management, community-based biomass
monitoring, community forestry (CF), enhancing
livelihoods thru CF, gender mainstreaming in CF
(phase 3)
Deliver training and awareness raising events:
• Phase 2: 49 capacity building events organized
benefiting 1579 people (1077 males, 502 females =
32%)
• Phase 3: 34 events held benefiting 1061 people (645
males and 416 females = 38%)
• Main topics covered: concept of climate change,
causes and impacts, roles of forests, drivers of
deforestation and forest degradation, concept of
REDD+; sustainable management of forests, benefits
and risks of REDD+, safeguards with focus on
participation, gender, FPIC.
Identify and document grassroots’ stakeholders
concerns and aspirations & communicate them to
policy makers.
• 15 consultation meetings with participation of 396
people.
• 6 round table meetings attracting 137 people from
different sectors.
• 4 project completion workshops organized at
provincial levels to share project experience and
products.
