Significance of Coastal Zone
• Historically, the coastal zone has been a major focus for the
development of human society.
• The coastal and marine ecosystems being highly productive attract
human settlement and economic activities.
• Coastal zone ecosystem is important for biological and economic
productivity, protection from natural disaster, erosion control and most
importantly it provides a host of ecosystem services.
PRESSURE ON COASTAL ZONE
• Sixty percent of the world’s population lives within 60 km of
the coastlines, and this figure is forecasted to rise to 75%
within the next three decades.
• Though it occupies less than 15% of the earth's land surface,
yet it accommodates more than 60% of the world's
population.
Impacts
• Low impact uses are frequently being replaced by intensive uses that
are profitable in the short-term, but which undermine the long-term
potential of the coast, by reducing its “resilience”.
• Such rapid pressure, unless rationalized, could adversely impact the
biodiversity, ecosystem services, livelihood, health and well being of
the population; affecting in turn prospects for economic growth.
Matter of concern
• Damage to coastal ecosystem can cause loss of productivity leading to serious
socio-economic & livelihood consequences.
• To sustain the productivity of the coastal ecosystems their ecological integrity
need to be maintained.
• Human pressures pose the risk of destroying habitats and the resource base of
the coastal zones, and with them, the ability of the coastal ecosystem to
perform many of its essential protective functions .

At the face of this,
climate change is
also posing a
major threat and
action is urgently
needed to curb
the drivers of
global
environmental
degradation .
The ICZM frame work
• The ICZM frame work is a paradigm shift from the traditional
approach of sectoral management of the coastal resources to a
comprehensive, knowledge based integrated approach for better
governance and management.
• In this context WB aided , ICZM project is conceived and being
implemented, to coordinate activities of various sectors& resource
users for the sustainable management and wise use of coastal
resources maintaining the integrity of coastal ecosystem.

• The overall goal of the project has been to ensure sustainable development and
use of coastal resources, perpetual maintenance of high levels of biodiversity
and to address the livelihood issues .
• Tangible objectives of the project has been, sustainable coastal fishery,
protection from natural hazard, nature based tourism, infrastructure
development, and sustainable use of the natural resources with active
community participation and most importantly formulation of ICZM plan.
Project outcome of Odisha ICZM pilot
• The major thrust of the project has been to coordinate the initiatives of various coastal economic
sectors towards long term optimal socio-economic outcomes, including resolution of conflicts
between sectors and mediating beneficial tradeoffs.
• Integrated in this way, a multi-sectoral approach could jointly guide the activities of the key
economic sectors under an effective coastal planning and management system.
• The project on long-term aims to balance environmental, economic, social, cultural and recreational
objectives, all within the limits set by natural dynamics and would facilitate integration of the
terrestrial and marine components of the target territory, in both time and space through a
comprehensive ICZM plan factoring climate change impacts .
• The project would benefit about 25 lakh coastal population
of the state.
• About 4 lakh people from 235 coastal villages of
Kendrapara, Jagatsinghpur, Puri, Khurda and Ganjam would
be directly benefitted from the project activities.
• Responsible fishery promoted in Chilika lake ; 0.2 million
fishers are benefitted; up-gradation of landing centers,
strengthening of PFCS, cold chain & certification .
• The two stretches include two sensitive coastal ecosystems
i.e. Chilika Lake & Bhitarkanika Mangrove ecosystem. The
conservation, livelihood & development issues are
addressed under the pilot project.

ICZM PLAN
•ICZM plan would be the final outcome of the project. The plan would
facilitate integration of the terrestrial and marine components of the
target territory, in both time and space .
•Shoreline management plan to deal in a planned way the actual and
potential coastal erosion a large-scale assessment of the risks
associated with coastal evolution and present a policy framework to
address these risks to people and the developed, historic and natural
environment in a sustainable manner.
• Building capacity in integrated coastal risk management by explicitly
incorporating
disaster risk reduction and climate change adaptation in
development planning, control and monitoring of coastal zones.
•The ICZM planning process is initiated and is likely to be completed by
June 2017. This would be the first of its kind in India.
